Are you a detail-oriented payroll professional with public sector experience? The City of Benicia is seeking a knowledgeable and motivated Payroll Analyst II to join our Finance Department. In this key role, you will perform complex payroll, budgeting, and accounting duties under general direction, ensuring compliance with City policies and state and federal regulations.

This position offers a unique opportunity to contribute to the effective operation of City payroll systems and collaborate with internal stakeholders. The ideal candidate will have strong analytical skills, knowledge of public sector payroll laws and regulations, including FLSA, IRS, CalPERS, ACA, and applicable state labor codes, customer service skills, and the ability to manage sensitive information with discretion.

Distinguishing Characteristics

Under general direction performs professional finance, budgeting, and accounting duties related to the administration and analysis of the City's payroll; advises Finance Management of legislative and regulatory changes affecting payroll procedures; and performs related duties as assigned.

This is a journey level class within the professional Payroll Analyst series. This single-position classification is responsible for performing complex payroll analysis duties including interpretation and implementation of accounting policies and procedures and tax and year-end reporting. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of payroll. The single position in this class is flexibly staffed and is normally filled by advancement from the entry level class.

Supervision received and exercised : Receives direction from the Budget Manager, Accounting Manager, or Assistant Finance Director. May be assigned special projects related to payroll and receive direction from the Finance Director. May exercise technical and functional supervision over lower-level payroll staff.

Representative Duties / Qualifications

Duties may include, but are not limited to, the following :

  • Maintains payroll records including timesheets, deductions and withholdings, vacation payments, retroactive pay increases, cafeteria plan amounts, and other files and records for reports and auditing purposes.
  • Performs difficult or complex accounting or financial support work in general accounting, payroll, and employee benefit payment activity; reviews and reconciles varied reports, computer generated materials and related data; maintains varied subsidiary ledgers, auditing and reconciling reports and information and posting data as required.
  • Assist in reviewing payroll budget submissions for biennial budget development, mid-year and mid-cycle adjustments, for accuracy and conformance to City budget policies, practices and procedures; prepare, process, and review budget worksheets; make recommendations regarding modifications and improvements to the budget process.
  • Serves as administrator of the payroll system including preparing new pay codes and serving as a liaison with Information Technology and Humans Resources to troubleshoot and resolve payroll system concerns.
  • Respond to departmental inquiries regarding the City's personnel budget, including proper revenue and expenditure coding, document processing and related activities.
  • Prepare journal entries and general ledger reconciliation and perform month and year-end closing of accounting records.
  • Assists in implementing negotiated salary and benefit conditions; processes sensitive / confidential payroll matters; receives, checks, and processes payroll action forms relative to employee status or pay; updates and maintains payroll files.
  • Establish and maintain knowledge of information on current employee benefits, insurances, retirement, and contract requirements under various Memorandums of Understanding as they pertain to department function and responsibility.
  • Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
  • Perform related duties as assigned.

Qualifications :

  • Knowledge of modern principles, practices, and methods of public and governmental accounting and finance, including payroll administration.
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  • City of Benicia financial and ERP systems and other City of Benicia financial software applications.
  • Pertinent local, State, and Federal laws, ordinances and rules.
  • Modern office equipment, methods, and procedures, including computer equipment and software related to financial accounting systems.
  • Techniques and principles of effective interpersonal communication.
  • And

  • Ability to manage complex and sensitive projects.
  • Diagnose problems of a more complex nature.
  • Preserve confidentiality of sensitive material routinely encountered as part of work assignments.
  • Exercise astute judgement, work independently and make recommendations to management.
  • Communicate clearly and concisely, both orally and in writing.
  • To perform technical accounting duties.
  • Plan, schedule and implement operations for payroll administration.
  • Manage a variety of simultaneous work projects and carry them to completion.
  • Reconcile financial transaction records, ledgers and journals.
  • Demonstrate a civic entrepreneurial spirit by generating new, innovative ideas and development of better methods to accomplish tasks and complete projects.
  • On a continuous basis, sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds of less.
  • Assist in the development of and make recommendations regarding policies and procedures related to assigned duties.
  • Understand, interpret, and apply principles, laws, and procedures involved in payroll and accounting functions.
  • Operate a personal computer for data entry, inquiry, and report generation.
  • Type at a speed necessary for successful job performance.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Experience and Education :

    Experience : Two years of professional level experience in public payroll administration performing duties similar to a Payroll Analyst I with the City of Benicia.

    Education : Equivalent to an Associate's degree with major course work in accounting, finance, business practices or a related field from an accredited college or university.

    License or Certificate : None.
