Job Title

Naval Base Norfolk, VA (On-Site / Office)

Duties

You will serve as the primary point of contact for resolving system, accounting, or data entry problems.

You will provide input to leadership concerning application of accounting techniques and processes relative to the needs of Financial Management.

You will monitor procedural operations of automated financial systems to determine local training needs.

You will verify proper use of funds, and monitors status of financial activity to preclude or detect violations of government statutes or other funding limitations.

Requirements

Must be determined suitable for federal employment.

Must participate in the direct deposit pay program.

Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Males born after 12-31-59 must be registered for Selective Service.

This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within two years of appointment.

You will be required to obtain and maintain an interim and / or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following :

  • Experience utilizing professional knowledge of the principles, theories, and practices of professional accounting and skill in applying that knowledge to broad and difficult assignments.
  • Experience applying a broad-based knowledge of the requirements of associated multiple application areas (e.g., supply, maintenance, personnel, resources management, financial, administration, and security).
  • Experience providing knowledge of management systems sufficient to design and develop new and changing systems and maintain compliance with new laws, regulations, policies and standards.
  • Experience analyzing and solving complex problems and developing proposals for resolution.
  • Experience utilizing extensive knowledge of standard Navy financial management information systems; Command Financial Management System (CFMS), (RIMS-FM), (SABRS), Electronic Document Access (EDA), Defense Travel System (DTS), and of emerging financial systems, Enterprise Resource Planning (ERP).
  • Experience applying knowledge of nonfinancial system which interface and serve as feeder systems to the financial systems and accounting system of record, including, but not limited to, Wide Area Work Flow (WAWF).
  • Experience applying knowledge of financial management and accounting systems policies, procedures, and practices, to include the Navy's resource management cycle of planning, programming, budgeting, and execution systems (PPBES).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual :

Applicants must posses :

A. Degree : accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

B. Combination of education and experience : at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following :

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Additional information

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and / or unusual duty hours may be required.

This position is covered by the Department of Defense Priority Placement Program.
