The City of Oxnards Cultural and Community Services Department is seeking Cultural and Recreation Specialists with strong technical and customer service skills to be part of the team to support the Recreation and Community Services Divisions Programs. This position will be responsible for overseeing and facilitating specialized recreational arts volunteer and human service activities.

Depending on assignment duties may include but are not limited to the following :

SPORTS LEAGUE PROGRAMS

Provide site supervision or act as a lead overseeing a variety of youth and adult sporting events including basketball softball volleyball soccer and flag football. Duties may include scorekeeping scheduling communicating with staff and participants cash management (making deposits) and completing related reports. Must have some experience in team sports or outdoor recreation.

OXNARD SPECIAL POPULATIONS

Specialist will support and help implement adaptive recreation programs that serve participants with physical and / or developmental disabilities across various age groups. Past OSP programs include art classes flag football boxing soccer basketball OSP Fun Club OSP Day at the Park and more. This role requires planning leading and supervising inclusive recreational and enrichment activities in a safe supportive environment. OSP Specialists should always demonstrate sensitivity and understanding of the needs and abilities of individuals with disabilities and prior experience working in adaptive or inclusive recreation settings is preferred.

YOUTH SERVICES

Specialist will coordinate weekly and seasonal after-school (afternoon and evening) programming at designated City sites. Actively participate in special event planning operation and staffing. Lead youth activities including but not limited to arts and crafts board games indoor and outdoor sports camping dance etc. Plan chaperone and lead field trips including but not limited to local state and national programs and overnight travel. Work weekend and evening programs and events as assigned including planning preparation and day of leadership

CLASSIFICATION SUMMARY :

This class is the third level in a six-level Cultural and Recreation Services classification series devoted to providing arts museum and performing arts management and recreational human services and cultural arts programs and activities. Incumbents provide professional journey level planning organizing conducting and evaluating recreation leisure time art cultural and human services activities for children youth adults and seniors. As assigned work may include supervising a recreation facility or program ensuring a safe operation and clean environment; ordering program or facility supplies; providing customer service to the general public; providing coaching and mentoring to participants; performing custodial or cleaning duties; guiding leading and supervising staff as assigned; answering phones; coordinating special events maintaining records; entering data; maintaining relationships with stakeholders; and responding to the general public.

DISTINGUISHING CHARACTERISTICS :

This classification is distinguished from the Cultural and Recreation Services Technician Senior in that it provides the planning coordinating implementing and evaluating of an assigned program and related resources.

SUPERVISION EXERCISED / SUPERVISION RECEIVED :

May serve as lead worker assigning work and monitoring work completion; or may supervise paraprofessional and / or support staff including conducting performance evaluations coordinating training and implementing hiring discipline and termination procedures. Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.

WORK SCHEDULE : The normal work week is Monday through Friday 8 : 30am to 5 : 30pm. Depending on the work assignment staff may be assigned to a shift that is outside the standard work addition this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either dependent on each position which is primarily in an office setting or out in the field. The City does not offer hybrid or remote work.

Essential Functions

Maintains communication with the public and / or program stakeholders by providing program-related information program guidance and by responding to requests and inquiries.

Plans coordinates oversees and administers programs and services; monitors program performance procedural compliance status and outcomes; reviews and resolves issues and conflicts; provides recommendations and implements approved program enhancements.

Monitors and tracks program statistics related to area of assignment; prepares reports and provides program updates; completes and submits required forms and related documentation.

Plans for and maintains program supplies and materials; monitors required resources and initiates purchases of supplies and equipment; monitors program expenditures; maintains documents files and records.

May schedule and coordinate volunteer assistance with daily programming; assists with special projects and new program development.

Performs other duties of a similar nature and level as assigned.

POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE :

Positions assigned to s enior nutrition program may be responsible for :

Performing in-home assessments for home delivered meals program to determine eligibility and other requirements.

Minimum Qualifications

The following are the minimum qualifications necessary for entry into the classification :

EDUCATION / EXPERIENCE :

OR

Associates degree (or 60 units) in a related field and one (1) year of related experience equivalent to a Recreation Aide / After School Program Instructor for the City of Oxnard in area of assignment.

NOTE : To qualify for the educational incentive benefit candidates must possess a degree level of Bachelors or above.

Employees are required to participate in the Citys direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12 month probationary period.
