Position Overview :

We are seeking an experienced IT Sourcing Consultant to manage and support end-to-end procurement and contract management processes within a public sector environment. This is a fully onsite role based in Richmond, VA , requiring strong expertise in state procurement procedures and collaboration with cross-functional stakeholders.

Key Responsibilities :

Lead and manage the full solicitation lifecycle , including IFBs, RFPs, and RFQs .

Collaborate with stakeholders to gather requirements and align procurement strategies.

Draft, review, and finalize solicitations and Statements of Work (SOWs) .

Ensure compliance with Virginia Public Procurement Act (VPPA) and Agency Procurement and Surplus Property Manual (APSPM) .

Apply strategic thinking and problem-solving to drive sourcing effectiveness.

Utilize MS Office Suite (Word, Excel, PowerPoint) to prepare documentation and presentations.

Communicate effectively across distributed teams , translating technical and sourcing concepts for non-technical stakeholders.

Provide mentorship and support to junior team members, promoting best practices in sourcing and documentation.

Required Skills & Experience :

7+ years of experience in sourcing, procurement, or contract management , preferably in an IT or public sector environment.

Strong knowledge and experience with IFBs, RFPs, RFQs , and SOWs .

Proven ability to gather and document requirements effectively.

In-depth understanding of VPPA and APSPM compliance.

Proficiency with MS Office tools (Word, Excel, PowerPoint).

Excellent strategic thinking , analytical , and decision-making capabilities.

Strong interpersonal and communication skills for stakeholder interaction.

Ability to translate technical concepts for diverse audiences.
