Description

of Duties and Responsibilities

  • Collaborate with Chancellor’s Executive Council to develop a financial planning model consistent with strategic initiatives.
  • Establish, implement, and evaluate short and long-range goals and objectives, policies, and operating procedures.
  • Ensure preparation of budget requests, annual operating budget and biennial legislative budget requests and budget revisions as necessary.
  • Represent the college during legislative budget hearings and during legislative subcommittee meeting when the college has an agenda item.
  • Ensure the maintenance of employee records and timely processing of payrolls.
  • Ensure records on purchase of equipment, library holdings, and other capital outlays are maintained in appropriate offices.
  • Manage the supervision of assigned personnel, which includes work allocation, training and problem resolution, performance evaluation, recommend personnel actions and motivate employees to achieve peak productivity.
  • Review and analyze major contract obligations, such as construction and professional service contracts.
  • Coordinate the preparation of reports concerning revenue, disbursements, information reports for management, and state and federal reporting.
  • Supervise preparation and review of quarterly financial reports to the Board of Trustees and the Annual Financial Reports.
  • Ensure submission of monthly, quarterly, or annual reports on state and federal grants.
  • Ensure reconciliation and submission of all W-2, 1099 and 1098-T reports.
  • Manages five subordinate supervisors, who supervise a total of 43 employees in the Human Resources, Facilities, Grants, Procurement and Financial Services units.
  • Responsible for the overall direction, coordination, and evaluation in these units.
  • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  • Responsibilities also include interviewing, hiring and training employees, planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
  • Miscellaneous duties as assigned.

Qualifications :

MINIMUM QUALIFICATIONS :

  • Bachelor’s degree in accounting, finance, business administration or related field.
  • Experience with the operational and financial management of a complex educational institution or business including strategic planning, policy development, budgeting, auditing, purchasing, facilities management, and personnel administration.
  • At least five (5) years of increasingly responsible experience in higher education or business leadership, including supervisory responsibilities.
  • Understanding of Financial or Governmental Accounting Standards Board Statements and Generally Accepted Accounting Principles and the impact on the presentation of the College’s financial statements.
  • Experience with reports / requests required by governance and coordinating boards and state agencies and legislature committees.
  • Commitment to collegial, consultative processes in a shared-governance environment.
  • Evidence of effective comprehensive collaboration with external stakeholders.
  • Proficiency in institutional information, human capital, and finance / accounting systems, standard office software applications, standard telecommunications / smart phone, and technology / multi-media presentation software.
  • Proficiency with data analysis and literacy.
  • Knowledge of accreditation requirements and federal higher education regulations.
  • Ability to think strategically, prioritize effectively and multi-task.
  • Ability to make difficult decisions in a timely, thoughtful, evidence-based manner.
  • Effective interpersonal, verbal, and written communication skills, and a high level of professional integrity.
  • Understanding of current higher education issues and demographics affecting higher education, especially traditionally under-served and at-risk student populations, with the ability to articulate challenges and opportunities before the community college.
  • Ability to maintain confidentiality of work-related information and materials.
  • Ability to articulate community college vision, mission, and philosophy.
  • Ability to work effectively with diverse varied internal and external constituencies to achieve the mission of the College.
  • Valid Arkansas’ Driver's License and reliable transportation for travel.
  • Preferred Qualifications

  • Master’s Degree in business administration or related field.
  • CPA / CFA / CMA License.
  • At least ten (10) years of increasingly responsible experience in higher education or business leadership.
  • Experience with Workday HCM, Finance, and Student.
