TITLE : Student Assignment Services Center McKinney-Vento Manager

DEPARTMENT : Student Assignment Services (SAS)

REPORTS TO : Student Assignment Services Center Senior Administrator

LOCATION : Student Assignment Services (SAS) Center, 91 School Street

ANNUAL SALARY : $70,487- $97,487

GENERAL SUMMARY : The Manager works to ensure that students who are considered homeless and classified as such under the McKinney-Vento Homeless Act, are supported throughout their SPS educational experience. Lead processes that welcome, enroll, and support such students and families.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Serve as state mandated Homeless Liaison for the Springfield Public Schools
  • Facilitate and coordinate federal McKinney- Vento grant and 4-5 meetings per year as the Springfield Public Schools Educational Stability Committee lead
  • As the Homeless Liaison and McKinney- Vento grant facilitator, ensure that :
  • homeless students are identified by school personnel and through coordination with other agencies
  • homeless students enroll in, and have full and equal opportunity to succeed in school and to meet the same challenging state academic standards as other students, and receive educational services for which they are eligible
  • homeless families, children and youth have access to and receive educational services for which they are eligible
  • parents or guardians are informed of educational and related opportunities
  • public notice of the educational rights of homeless students and the district's adopted Homeless Education Policy are publicly disseminated
  • enrollment disputes are mediated and resolved
  • parents, guardians, and unaccompanied youth are fully informed of all transportation services, including to and from the school of origin, and are assisted in accessing needed transportation services
  • district staff providing services to homeless students receive professional development and other support
  • unaccompanied homeless youth are enrolled in school, have opportunities to meet the same challenging state academics standards as other students
  • there is coordination and collaboration with, and reliable data submitted to, the office of the state coordinator
  • Oversee change of address process for families with temporary living arrangements
  • Collaborate with Transportation Dept. for homeless, migrant, refugee and 'unaccompanied youth' students and with outside districts regarding their Cost Shares
  • Lead data tracking and reporting processes for applicable student populations
  • Work directly with other SAS Center Manager(s) and Analysts to provide content expertise within the overall SAS planning and reporting processes
  • Collaborate with other SPS teams : SPED, Nursing, Multi-language Learners (MLL), Attendance, Transportation for student enrollment / assignment purposes
  • Identify and communicate significant patterns and trends with enrollment data and provide applicable recommendations
  • Lead purchasing and / or donation processes of applicable supplies
  • Facilitate dispersion of supplies, for example uniforms, school supplies, backpacks
  • Represent SPS and SAS on various committees / boards when appropriate
  • Directly lead team of 2-3 full-time employees
  • Other duties as designated by the Student Assignment Services Center Senior Administrator

MINIMUM JOB QUALIFICATIONS

Education and Experience

  • Demonstrate good character and proper social capability to relate effectively with racially and ethnically diverse SPS teams, students, and the community
  • Associate degree required. Bachelor's degree preferred.
  • Requires at least 3-5 years of relevant experience or 1 or more years in a general management capacity
  • Possess excellent computer skills including Microsoft software programs such as : Word, PowerPoint, Excel, Teams, etc.
  • Experience working collaboratively with families, educators and community organizations
  • Track record of strong organizational, interpersonal and team-building skills
  • Interpret, explain, and apply expertise of District policies, regulations, policies and procedures
  • KNOWLEDGE and ABILITIES

  • Knowledge of Springfield Public School district processes, policies and procedures
  • Ability to exercise supervision of a team while maintaining high standards of personal performance
  • Ability to interact with and support members of diverse populations
  • Ability to handle common inquiries or complaints
  • Ability to respond to questions from students, faculty, staff, and visitors
  • Ability to establish and maintain constructive and cooperative interpersonal relationships with employees, peers, supervisors
  • Ability to provide positive and effective customer service
  • Ability to adapt to and accommodate new methods and procedures
  • Ability to apply listening skills, work under pressure, address conflict and solve problems
  • Ability to read, analyze and interpret standards, policies, procedures and regulations
  • Ability to effectively present information using attention to detail and accuracy
  • Ability to exercise good judgment, set priorities and meet deadlines
  • Ability to operate standard office equipment
  • PHYSICAL REQUIREMENTS

    Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and / or or constantly having to lift, carry, push, pull or otherwise move objects, including the human body.

    WORKING ENVIRONMENT

    This position requires employees to be in an indoor office environment. Employees are often exposed to individuals who are rude or irate and sometimes exposed to individuals with known violent backgrounds or communicable diseases.

  • Bilingual ability (written and oral) a plus
  • Willing to work a schedule which coincides with the operational needs of the Student Assignment Services Center
  • Overtime is required during busy season(s)
