Program Management Office Director
As a Program Management Office Director, you will be a critical member of the Persistent Program Team charged with leading and supporting development efforts while fostering business growth through customer service. You will develop and execute a Technical Program Management Plan for DoD programs and other Government / Intelligence Operations / International / Non-Government agencies. You will play a pivotal role in communicating with external customers, and internal personnel at all levels regarding business case, strategic alignment, team progress, and technical solution approaches. You will be integral in supporting program development as you will have insight into customer challenges and program needs and will work closely across the entire Persistent Systems team including Field Operations, Product Management, Engineering, and Quality.
Position Responsibilities
- Providing senior-level program and technical leadership to achieve program goals and objectives that align with Persistent Systems' strategic objectives
- Developing and mentoring staff that are directly and indirectly aligned, and based at multiple locations
- Collaborating with technical team to resolve technical issues escalated from customer locations
- Contributing to program effectiveness by identifying short-term and long-term issues; providing information and commentary pertinent to deliberations; and recommending options and courses of action
- Developing long-term customer relationships with program clients through managing and interpreting their requirements
- Maintaining and developing relationships with partner companies to ensure a cohesive network architecture
- Providing program plans that include scope, scheduling, cost inclusion, and performance
- Planning for risks which include developing strategies for dealing with potential risks
- Leading and supporting responses to RFI / RFP / White papers and other similar customer requirements
- Maintaining expert knowledge of Persistent Systems products to evaluate and maintain program objectives
- Working closely with Engineering by providing feedback from information gathered during program support activities
- Communicating Persistent Systems' solutions to varying technical and non-technical clients, including executive "C" level management, VP, and Director levels, and end-users
- Coaching and mentoring direct / matrixed-assigned personnel, e.g. Senior Program Managers, Program Managers, Project Managers, and Project Specialists
Job Qualifications & Experience
Minimum Qualifications
Bachelor's degree in electrical, mechanical, aerospace engineering, or computer science or equivalent demonstrated experience in one or more of these disciplines5 or more years of experience in program management, including oversight of program cost, schedule, and performance for multiple efforts, each valued at $5M or higher5 or more years of experience with Defense, Intelligence Community, International or special operations communication systemsPMP / PgMP or similar certificationLevel 3 DAU Program ManagementUnderstanding technical concepts involving communication systems such as wireless, mobile IP, RF propagation with an understanding of hardware and software conceptsUnderstanding of networking concepts such as IP routing and switching and VPN architectureProficiency in software packages such as Microsoft Office and Microsoft ProjectStrong interpersonal and communications skills, written and verbalAttention to detailExperience developing high quality written artifacts such as responses to RFI's / RFP's / similar pre award deliverables, and formal client deliverables including contractual reports and other technical programmatic artifactsMust be available to travel up to 25% of the timeAbility to obtain a Secret US Security ClearancePreferred Qualifications
Master's degree in electrical, mechanical, aerospace engineering, computer science, or master's degree in business administration10 or more years of experience in technical program management, including oversight of program cost, schedule, and performance for efforts valued at least $5M eachPrior Military or direct Government experience a plusExperience with wireless concepts such as MANET, Mesh, Ad-hoc, protocols and web architecture, with an understanding of hardware and software conceptsExperience with customer success modelsExperience of working with customer organizations such as large sized Government entitiesExperience working with mid-size or larger Commercial organizationsExperience with managing programs operating across multiple locations, with increasing responsibilityProgram transition and contract startup experienceDoD Information Operations and Cyber Security experienceProficiency in technical software packages such as Microsoft Visio, SolidWorks, and MATLABExperience with industry standard project management analytical, and graphics software / tolls such as Microsoft Teams / Access / Visio, Adobe In DesignActive Secret US Security ClearanceThe base pay for this role can vary from $201,000 to $256,000 a year based on individual qualifications. Eligibility for yearly discretionary bonus.
