About the Role

The Chief Financial Officer serves as a key member of the Executive Leadership Team and strategic partner to the Chief Executive Officer. This role provides financial leadership, operational oversight, and strategic direction to ensure fiscal integrity, organizational sustainability, and compliance with state and federal requirements.

Key Responsibilities

1. Ensure Fiscal Accountability

Develop and present the annual agency budget to executive leadership and the Board of Directors.

Oversee the preparation of monthly financial reports, program analytics, and unit-based performance summaries.

Monitor financial health, identify trends, and provide recommendations to leadership on corrective or strategic actions.

Supervise audits (agency-wide, affiliated entities, and 401(k)) and ensure timely submission of consolidated fiscal reports (CFR) and benefit plan statements.

Manage accounts payable, receivable, and general ledger functions in alignment with responsible cash management and GAAP standards.

Negotiate lines of credit, insurance coverages, and banking relationships.

Oversee billing processes to ensure timely and accurate revenue recognition.

Direct annual compensation review processes and manage financial software systems.

2. Executive Leadership and Strategic Planning

Actively participate in strategic, long-range, and facilities planning processes.

Collaborate with program leaders to align financial planning with organizational growth initiatives.

Contribute to agency evaluations, expansion analysis, and new program development.

Represent the organization at local, regional, and state-level professional meetings and alliances.

Prepare and deliver the annual financial report to the Board of Directors.

3. Financial Operations and Purchasing Oversight

Supervise purchasing, procurement, and fixed asset management to ensure compliance with federal and state guidelines.

Negotiate vendor contracts, lease agreements, and service contracts to optimize cost efficiency.

Develop and maintain systems for expenditure control and cost reduction opportunities.

Oversee all agency contracts for fiscal appropriateness and budget compliance.

4. Personnel Leadership and Development

Direct, train, and evaluate Finance Department staff, including payroll, billing, and purchasing teams.

Conduct regular supervision meetings and performance reviews for all direct reports.

Support professional development initiatives and ensure all employees maintain current job descriptions and training certifications.

Partner with the Training Department to promote continuous skill development across the finance team.

5. Board and Committee Relations

Prepare financial materials and reports for the Executive, Internal Affairs, and Board of Directors.

Support the 401(k) Investment Committee and record meeting minutes.

Provide reports and financial updates to affiliated Boards and Committees.

Serve as a resource to all governance bodies, offering financial insights to guide decision-making.

6. Payroll, HR, and Benefits Administration

Collaborate with Human Resources and the CEO to design and administer annual salary and benefit programs.

Oversee payroll processing, tax reporting, and compliance with wage and hour laws.

Manage HRIS and payroll systems (e.g., UKG / ULTIPRO) and support module upgrades and implementation.

Analyze benefit cost structures and recommend changes to maintain competitiveness and fiscal responsibility.

7. Affiliate and Program Support

Provide administrative and financial oversight to affiliated entities and partnerships.

Develop and maintain contracts, payroll, and payables services for affiliates.

Advise affiliate leadership on budgeting, compliance, and long-term fiscal planning.

Qualifications

Education : Bachelor’s degree in Accounting or Finance required; CPA or Master’s degree in Business, Finance, or related field.

Experience : Minimum of 10 years of progressive financial leadership experience, preferably in education, healthcare, or human services environments.
