2025-2026 Payroll Specialist
Reports To : Treasurer
Employment Status : Full Time
FLSA Status : Non-Exempt
Qualifications : 1. Valid driver's license.
2. Experience with payroll processing, accounting / bookkeeping, data entry, and use of computer software (spreadsheets, payroll systems).
3. Strong attention to detail and accuracy.
4. Ability to handle deadlines and high volume of work.
General Description : The Payroll Specialist is responsible for accurately processing and maintaining all aspects of the district's payroll operations in compliance with state and federal regulations, collective bargaining agreements, and district policies. This position ensures timely and precise payment to all employees, maintains payroll records, reconciles accounts, and prepares related reports for internal and external agencies. The Payroll Specialist collaborates with Human Resources and the Treasurer's Office to manage employee compensation, benefits, and retirement contributions (STRS / SERS), while maintaining the highest level of confidentiality and attention to detail. Strong analytical, organizational, and communication skills are essential to perform this role effectively in a fast-paced school district environment.
Essential Functions :
- Process biweekly payrolls for all district employees in accordance with district policies and federal, state, and local regulations.
- Maintain accurate payroll records including employee pay rates, deductions, benefits, and leave balances.
- Verify and reconcile payroll data such as timesheets, contracts, supplemental pay, and overtime.
- Prepare and submit payroll reports to state and federal agencies, including retirement systems (STRS / SERS), tax filings, and wage reports.
- Ensure accurate payment of employee benefits such as insurance premiums, garnishments, and voluntary deductions.
- Reconcile payroll accounts with general ledger balances and assist with monthly and year-end financial closing processes.
- Maintain compliance with all applicable laws, regulations, collective bargaining agreements, and district procedures related to payroll and benefits.
- Respond promptly to payroll inquiries from employees, supervisors, and external agencies while maintaining strict confidentiality.
- Prepare and distribute annual tax forms (W-2s) and ensure accuracy of year-end payroll reporting.
- Coordinate with Human Resources to ensure accurate processing of new hires, terminations, and employee status changes.
- Assist in internal and external audits by providing necessary payroll documentation and reconciliations.
- Maintain and update payroll software systems (USPS) to ensure accurate data management.
- Cross-train and provide support in Accounts Payable functions, including invoice processing, vendor payments, and account reconciliations.
- Assist with budget preparation and financial analysis related to payroll expenses and staffing costs.
- Participate in professional development and training to stay current on payroll regulations, accounting procedures, and system updates.
