Description General Summary : Under direct supervision of the Workforce Services Manager and Workforce Services Coordinator(s), performs programmatic functions in one or more of the of five Workforce Services Units : Intake, Career / Job Seeker Services, Training Services, TAA / Rapid Response, and Quality Assurance.
ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES : 1. Assists with participant recruitment and coordinates the presentation of WIOA / TAA program at introduction / information meetings, which may include travel to community-based locations and participation at local events.2. Screens WIOA / TAA program applications, schedules and completes customer intakes by collecting applicable eligibility documents and certifying eligibility, assists in assigning eligible participants to appropriate Workforce Services Unit dependent on services needed.3. Provides career service delivery and entry of case notes, same day services, follow–up contacts, including maintaining a caseload of customers.4. Administers comprehensive and specialized assessments and develops individual employment plans.5. Develops career service delivery strategies to implement individualized employment plans and identifies additional approaches / programming needed for the successful participant outcomes.6. Delivers TAA program elements to eligible customer base while maintaining Department of Commerce and Economic Opportunity (DCEO) approval standards and protocols.7. Reviews and assesses training and supportive service requests for suitability, eligibility and technical compliance.8. Facilitates placement into training and executes authorization of budget obligations through an individual training account for occupational skills training, workplace training and cooperative education programs; private sector training programs; skills upgrading and retraining; entrepreneurial training; job readiness training; adult education and literacy activities in connection with training; and customized training.9. Delivers and documents supportive services utilized to overcome barrier to education and employment.10. Organizes and implements monthly case management and documents all delivery interactions relating to customers on appropriate forms, reports and electronic databases.11. Identifies and delivers follow-up services after entering employment for registrants previously receiving training services.12. Tracks, monitors and audits paper and electronic files and identifies problems and / or concerns with recommendations for course of action; assists with the implementation of corresponding corrective procedures and / or technical remediation when applicable.13. Assists with the remediation of customer complaints and records corresponding details / activity through logging system.14. Implements internal policies and / or procedural protocols.15. Provides overall programmatic support within the Units, which includes the Workforce Development Office locations and access points in Kane, Kendall and DeKalb Counties and assists with completing special projects as assigned by the Workforce Services Manager.16. Maintains record-keeping systems for logging and tracking various functions, activities, or services.17. Performs all duties in compliance with Federal, State and local laws, rules, regulations and codes, as well as Kane County policy and procedural directives; and18. Other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES REQUIRED : 1. Two years of experience in Business, Education, Human Services, or related area.2. Strong organization and time management skills along with effective problem-solving abilities to meet deadlines and program benchmarks quickly and efficiently.3. Ability to understand, interpret and implement policy and program requirements.4. Knowledge of program design, delivery and evaluation concepts and ability to research solutions based on customer needs.5. Effective interpersonal and written communication skills with job-seekers, colleagues and other workNet Center staff.6. Ability to effectively engage, track and maintain customers that yield ideal outcomes.7. Ability to compile and report data both in manual and automated formats, including advanced computer skills for carrying out daily, monthly, quarterly and annual recording and reporting requirements, as well as ability to learn new automated programs and systems;8. May require ability to read, write and converse in order to communicate effectively with limited English population.9. Reliable transportation for travel as needed between office locations throughout the three-county area. EDUCATION AND EXPERIENCE : 1.
