    DIVISION – TEXAS ENERGY FUND

    The Texas Energy Fund (TEF) Division administers grant and loan programs established by the Texas Legislature to enhance electric generation reliability across the state. Created by Senate Bill 2627 and approved by Texas voters in 2023, the TEF provides up to $10 billion in funding to support the construction, maintenance, modernization, and operation of dispatchable electric generating facilities. The division is responsible for implementing, administering, and monitoring four distinct TEF programs and ensuring compliance with statutory requirements, programmatic caps, and legislative deadlines.

    Would you like to support a new statewide program focused on strengthening Texas’s electric infrastructure? The Texas Energy Fund Division is hiring a TEF Program Specialist to support the administration of the Texas Energy Fund (TEF) – a program created by Senate Bill 2627 to provide grants and loans for the construction, maintenance, and modernization of electric facilities in Texas.

    As part of the TEF Division, this position provides administrative and operational support to ensure smooth coordination of grant and loan processes. The TEF Program Specialist will support documentation, vendor coordination, internal reporting, scheduling, and stakeholder communication, all while helping to streamline workflows and track performance across programs.

    Qualifications

    The ideal candidate should possess the following minimum qualifications :

  • Bachelor’s degree from an accredited college or university in public administration, business, communications, or related field; and  two (2) years of full-time professional experience in program coordination, operations, or executive-level administrative support involving cross-functional collaboration, workflow management, or process improvement.
  • Preferred Qualifications :

  • Experience supporting a state or federally funded grant or loan program, including application processing, compliance tracking, or documentation.
  • Experience coordinating across functional areas such as legal, finance, vendor, or program teams.
  • Demonstrated experience managing scheduling, logistics, or task tracking for meetings, stakeholder sessions, or site visits.
  • Experience preparing program-related materials, such as eligibility documentation, reports, or public-facing communications.
  • WORK SCHEDULE The PUCT operates on a standard work schedule of Monday through Friday, 8 : 00 a.m. to 5 : 00 p.m. Employees may request an alternative work schedule in accordance with the PUCT's Alternative Work Schedule Policy. Approval of such requests, including any form of telecommuting, is at management's discretion and based on the business needs of the agency and the requirements of the position.

    Salary commensurate with qualifications. The salary of an ERS Retiree or non-contributing member may be 6% less than the recommended salary.

  • The PUCT participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee’s Form I-9 to confirm work authorization.
  • The Public Utility Regulatory Act imposes certain restrictions on PUCT employees’ investments, professional activities, and relationships with public utilities, with some limited exceptions. PUCT employees are also prohibited from having a financial interest in a public utility, an affiliate of a public utility, and a person a significant portion of whose business consists of furnishing goods or services to public utilities or affiliates.
