PCAPP, Senior Permitting Engineer (Construction)

Job Summary

The Senior Permitting Engineer (SPE) supports demolition planning, closure documentation, and compliance during Phase 2 Closure activities. Reporting to the Demolition Manager, the SPE ensures that all demolition, backfill, and readiness documentation are developed and executed in accordance with the facility’s permit and closure plan. The SPE leads the preparation of Readiness and Reuse Reports (Final Closure Reports) for submittal to the Independent Colorado Registered Professional Engineer (ICRPE) and the Colorado Department of Public Health and Environment (CDPHE), integrating all technical, sampling, and waste-handling data required to demonstrate compliance with permit requirements.#LI-CL1

Major Responsibilities :

Develop and author Readiness and Reuse Reports (Final Closure Reports) documenting that all demolition and closure activities were completed in accordance with permit and regulatory requirements.

Review all applicable permits, closure plans, and project records to verify that closure activities were conducted in the prescribed sequence and timeframe.

Review and integrate Closure Sampling and Analysis Plan (CSAP) data into final readiness documentation, ensuring that analytical results and field data are accurately represented and technically defensible.

Evaluate waste-handling documentation and manifests to verify compliance with regulatory classifications, manifesting requirements, and permit conditions.

Interpret technical waste-handling and characterization data to provide clear, evidence-based explanations to the ICRPE that support resolution of audit findings and validation of report conclusions.

Collaborate with the Environmental Closure Manager to provide technically accurate and comprehensive responses to CDPHE inquiries and comments.

Provide the basis for permitting changes by identifying data trends, operational outcomes, or closure conditions that require revision or update to existing permit language or supporting documentation.

Coordinate with the ICRPE to resolve technical questions, audits, or clarifications associated with readiness and closure documentation, ensuring concurrence on submittals.

Compile, validate, and organize supporting documentation such as analytical data packages, waste profiles, manifests, decontamination logs, and work orders to substantiate closure compliance.

Prepare final reports suitable for public release, maintaining technical integrity while ensuring clarity and transparency for external stakeholders.

Apply knowledge of demilitarization processes, waste management, and closure operations to interpret complex data and accurately represent compliance with permit standards.

Provide input to the Integrated Master Schedule (IMS) to ensure alignment of reporting milestones and submittal timelines with project objectives.

Maintain rigorous quality control, document management, and record traceability to ensure all regulatory submittals are accurate, complete, and defensible.

Education and Experience Requirements :

• Associate or Bachelor’s degree in engineering, environmental science, project management, or related discipline with 10–13 years of relevant experience
