Job Title
The primary purpose of this position is to manage the conduct of comprehensive manpower and organization analyses of a wide diversity of organizations, functions, and work processes and provide innovative, expert management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings. Serves as a process improvement specialist responsible for providing management with technical support for the Wing's Continuous Process Improvement (CPI) initiative.
Responsibilities include studying the structure and / or functions of organizations with extremely interrelated work processes and functions and accurately advising or proposing solutions to improve processes, and maximize mission accomplishment and resources utilization. Resolves complicated substantive problems affecting major agency programs and requirements, and proposes new organizational structures, realignment of functions, and / or staffing levels to improve efficiency. As the recognized organization technical authority in Continuous Process Improvement (CPI), advises management on CPI implementation and sustainment. Facilitates significant customer driven, results oriented quality and process improvement activities using Lean Six Sigma (LSS) and / or various CPI strategies, as appropriate, across the installation. Provides expert guidance to management regarding the organizational Performance Management Program for complex, diverse organizations. Provides expert guidance and assistance in developing and maintaining mission essential tasks (METs), performance measures and performance standards. Ensures standardization of like METs, performance measures, and performance standards. Designs, plans, and conducts work measurement, methods and procedures, manpower requirements utilization and engineered time standards; reviews and implements changes to organization and resource controls / programs, and / or benchmarking studies of complex, interrelated substantive work processes or functions. Studies require significant adaptation of work methods and application of manpower / process standards. Reviews and validates inputs involving complex work processes or broad application to manpower requirements packages, manpower estimate reports, and support agreements. Designs, plans, and conducts competitive sourcing studies, management surveys, and research projects, providing advisory services of a wide variety on substantive issues with extensive scope, complexity, and impact, assessing the overall effectiveness of program operations. Actively participates in reviews and studies to determine the most efficient and cost effective means of accomplishment (e.g., in-service, contract). Facilitates the development of performance work statements, quality assurance surveillance plans (QASP) and transition plans.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization. Knowledge in applying quantitative and qualitative LSS and CPI process methods and techniques to issues or studies concerning the productivity and effectiveness of programs. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and / or organizational productivity.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS : Merit promotion applicants must meet applicable time in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE : Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas : 1. Knowledge and skill in the application of DOD, Joint, and AF management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy. 2. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organization. 3. Knowledge of process improvement techniques such as Lean Six Sigma / CPI qualitative and quantitative methods for process improvement projects. 4. Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to process improvement. 5. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
