Human Resources Manager
The City of Lackawanna is seeking a part-time (20 hours / week) Human Resources Manager to lead HR functions including employee relations, creation and enforcement of City policies, and resolution of workplace disputes. The HR Manager will encourage everyone to work together to create an inclusive workplace culture in the City, improving employee job satisfaction.
Responsibilities include :
- Conducting internal employee investigations with Department Heads / supervisors regarding allegations against employees, and making recommendations regarding appropriate employee discipline.
- Working closely with the Mayor and Law Department to ensure equal application of the City’s work rules and policies, resolve workplace disputes, and draft of policies that address legal / compliance issues.
- Providing information and recommendations relating to, and delivering, employee discipline.
- Supporting the Mayor, the Law Department and other members of the City’s negotiating team in performing collective negotiations with the City’s collective bargaining units.
- Providing HR support and guidance to the Mayor, Department Heads / supervisors, and other staff when complex, specialized, and sensitive employment related questions and issues arise.
- Executing tasks in delicate circumstances such as whether and when to provide employee requests for reasonable accommodations, FMLA compliance and compliance with US and NYS Labor laws.
- Creating and writing employee-related policies.
- Maintaining compliance with federal, state, and local employment laws, regulations, and best practices.
- Acting as the City’s representative at NYS unemployment hearings.
- All other duties reasonably related, as assigned by the Mayor.
Requirements :
Bachelor’s Degree in Human Resources, Business Administration or related field required; Master’s Degree in Human Resources Management or Business Administration preferred.5 years of HR experience preferred.Experience working in municipal government preferred.Strong analytical and problem-solving skills.Thorough knowledge of employment-related laws, regulations, and HR best practices.Salary : $35,000 per year (based on part-time role)
