The DES, Division of Child Support Services (DCSS) is seeking an experienced and highly motivated individual to join our team as a Business Operations Administrator. This position is responsible for the management of business operations statewide for the DCSS, including accounting / finance, accounts receivable / collections, automated accounting and procurement systems and network support; accounts payable; contracts; facilities; data analytics and the Arizona State Disbursement Unit (SDU).
This role is accountable for the administrative and fiscal operations of the DCSS Business Operations Administration, with responsibilities including the development of a financial and operation strategy, metrics tied to that strategy, and the ongoing development and monitoring of control systems designed to preserve assets and report accurate financial results. This position will oversee projects and direction for the administration which includes over 30 staff members and activity related to processing approximately $700 million in child support.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties :
Essential Duties and Responsibilities include but are not limited to :
- Provide high level leadership / direction to teams responsible for managing all day-to-day business and financial operations, including budgeting, trust accounting, forecasting, data analytics, audit, risk, grants, procurement, facilities coordination, and the distribution and disbursement of $700M in collections.
- Analyze and monitor the division’s expenditures and revenues; supervise the preparation of budgets.
- Present operating plans, financial analyses, cost allocation, and recommendations for executive leadership and external stakeholders.
- Ensure accounts are established, records reconciled, and financial statements comply with trust agreements, regulatory guidelines, and generally accepted accounting principles; act as signature authority over trust accounts / liability.
- Provide oversight and direction on federal reporting requirements required by federal stakeholders, including the division’s cost effectiveness and other performance indicators and incentives.
- Develop, plan, and implement statewide policies, goals, objectives, timetables, and strategic planning to meet programmatic goals and objectives; identify / promote the implementation of technology and continuous improvement opportunities.
- Review and analyze outcomes from statistical data gathering to ensure protocols followed and outcomes identified are corroborated with established sampling techniques and supportive data related to program administration and evaluations.
- Set standards and provide oversight of the budget / accounting team, the Arizona SDU, data analytics, facilities, and contracts.
- Assist with the preparation and negotiation of complex contracts and procurement solicitations; maintain working relationships with vendors and sub-recipients.
- Represent the agency in federal and state relations on matters relating to the administration; confer with and advise department leadership on financial and operational matters.
- Draft responses to external requests for information; interpret federal regulations and statutes related to the business operations of the division.
- Prepare comprehensive programmatic and federal reports on behalf of the Governor, Director, and Assistant Director for submittal to federal and state agencies; respond timely to actions assigned by the Assistant Director and / or Correspondence Control, ensuring quality of responses.

The ideal candidate for this position will have :
Education may include a BA / BS in business / public administration, Certified Public Accountant or closely related field.Five (5) years of professional experience in accounting, contracts management, social service programs, human service fields, or other public policy.Minimum of four (4) years of supervisory experience (may count towards professional experience, if in related field listed above).Pre-Employment Requirements :
