Position : Business Analyst / Technical Writer (Combined Role)

Job Description
The Business Analyst / Technical Writer supports the discovery process by conducting interviews, facilitating workshops, documenting business processes, and synthesizing findings into clear, accurate reports. This role also leads the production of all written deliverables, including the current state assessment, benchmarking summaries, modernization recommendations, and the final executive report.
Key Responsibilities
- Conduct up to 15 interviews and workshops with MNIT and MDE stakeholders.
- Gather and document functional requirements, business processes, workflows, and pain points.
- Map current-state business processes and identify gaps, risks, and inefficiencies.
- Support the application inventory by documenting usage, workflows, users, and dependencies.
- Research peer-state systems and summarize modernization approaches, governance models, and technology platforms.
- Prepare visual process diagrams, matrices, and supporting documentation.
- Draft all deliverables including :
- System Inventory Report
- Application Health & Risk Assessment
- Benchmarking Report
- Modernization Options & Recommendations
- Strategic Roadmap
- Final Report & Executive Summary
- Develop the legislative-ready messaging toolkit and executive presentation materials.
- Ensure clarity, consistency, and accuracy across all documentation.
Skills & Experience
5 7+ years of business analysis experience, preferably in public sector or finance-related systems.Strong skills in stakeholder interviewing, process modeling, and requirements gathering.Expertise in producing clear, high-quality documentation for executive and technical audiences.Proficiency with tools such as Visio, Lucid chart, Miro, and MS Office Suite.
