The Family Self-Sufficiency (FSS) Coordinator is responsible for administering Ventura Housing's FSS Program, which supports participating families in achieving long-term stability and reduced dependency on public assistance. This position manages a caseload of program participants, provides ongoing case management, and develops individualized Training and Services Plans (ITSPs) that outline each household's goals, needs, and action steps. Key responsibilities include conducting assessments, facilitating orientations and intakes, monitoring progress, and maintaining regular communication with participants through meetings, calls, texts, and digital platforms.
The coordinator manages participant escrow accounts, tracks monthly activity, oversees forfeitures, and ensures compliance with HUD rules and reporting requirements. This role also administers the program budget and annual grant renewal and coordinates quarterly meetings with the Program Coordinating Committee (PCC). Additional duties include providing or arranging financial literacy resources, maintaining an updated directory of service providers, promoting the program through outreach, and presenting information to community organizations.
The position requires strong organizational skills, attention to detail, sound judgment, and the ability to work independently while maintaining confidentiality. Bilingual English / Spanish communication skills and a valid driver's license are required, as the role involves travel to Ventura Housing properties and community partners.

What You'll Do
As the FSS Coordinator, you will :
Empower Families & Support Their Success
Manage a caseload of FSS participants and develop Individual Training & Services Plans (ITSPs) tailored to each household.
Conduct assessments, orientations, intakes, and regular progress evaluations.
Provide ongoing case management using a variety of communication tools-phone, text, email, virtual meetings, and in-person visits.
Guide Financial Growth
Administer escrow accounts , monitor monthly activity, and explain calculations to participants.
Oversee program budgets, HUD drawdowns, annual grant renewals, and reporting.
Connect Clients to Resources
Refer participants to financial literacy workshops, employment resources, educational programs, and supportive community services.
Maintain an updated directory of service providers and build strong community partnerships.
Strengthen Program Coordination
Lead quarterly Program Coordinating Committee (PCC) meetings and collaborate with internal and external partners.
Promote the FSS program through outreach, presentations, and community engagement.
Support Housing Choice Voucher Operations
Process changes to income and household composition, re-exams, transfers, portability, and program compliance for Section 8 clients.
Make an Impact Every Day
Help families set goals, reduce barriers, increase stability, and move toward long-term self-sufficiency.
Support Community Services events and resident programs as needed.
Required Qualifications
Associate degree in Social Work, Human Services, or related field, and
1-3 years of full-time professional experience
Bilingual English / Spanish (read, write, speak)
Valid driver's license and ability to travel to Ventura Housing sites and partner agencies
Preferred
Bachelor's degree
Experience with the Family Self-Sufficiency (FSS) Program, Housing Choice Voucher Program, or HUD regulations
