FLSA Status : Exempt

Reports to : Operations Manager

Schedule : Monday-Friday, 40-hours / week. Schedule may vary including evenings, weekends, and holidays depending on departmental needs.

Salary : $67,000-$87,000 / annually

Position Summary

Under the general supervision of the Operations Manager, the Assistant Operations Manager directly manages Landside Operations to include terminal, custodial, concessionaires, parking operations, Airport Information, and assists the Operations Manager in supervising the Operations Department. Coordinates the safe and efficient day-to-day landside operations of the airport; ensures that airport operating procedures comply with a range of State and federal operating regulations, safety laws, and environmental requirements. This position will manage staff, actively participate in airport construction project coordination, access control management, and perform related duties as assigned.

Essential Duties & Responsibilities

Examples of duties may include, but are not limited to :

  • Directly oversee Landside Operations, including custodial, parking, rental car, and concessionaire activities. Coordinate with vendors, tenants, and contractors.
  • Oversee Terminal Operations including reports and frequently monitoring conditions of the terminal and airport property regarding operations, presentation, cleanliness, sanitation, safety, and efficiency.
  • Schedule, supervise, and evaluate the custodial team, manage staffing services, custodial contracts, supplies, vendors, and coordinate maintenance and repairs of custodial equipment.
  • Schedule, supervise, and evaluate the Airport Information Office and staff to include badging, access control, customer service, hiring, scheduling, and the enforcement of rules, regulations, and procedures.
  • Coordinate with the Airport Property Manager to monitor and enforce commercial vehicle zones along the airport’s front drive.
  • Communicate and coordinate with other departments involving landside tenants and concessionaires.
  • Assist in supervising the Operations Department in the absence of the Operations Manager.
  • Ensure compliance with FAA and TSA regulations (including but not limited to FAR 77 and 139 and TSAR 1540 and 1542).
  • Support development, review, and implementation of departmental policies and procedures to provide consistent and efficient structure.
  • Manage direct reports providing performance feedback, training, and counseling to ensure policies and procedures are applied fairly, consistently, and equitably.
  • Ensure that all tasks and projects assigned are completed and meet deadlines.
  • Assist in the coordination of emergency response including all landside and airside accidents and incidents. Assist in the coordination of Airport Authority employees and outside responding agencies.
  • Provide insight and guidance to landside airport construction plans from an operational perspective and coordinate with Project Manager for adherence with FAA and TSA regulations.
  • Make budget recommendations to the Operations Manager and Assistant Vice President of Operations and Maintenance with respect to items concerning the Operations Department.
  • Track and maintain an approved budget for the Custodial Department.
  • Be knowledgeable in Operations responsibilities to include the “Snow Desk” as indicated in the Snow and Ice Control Plan.
  • Provide guidance and direction in the enforcement of operating and security rules, regulations and procedures concerning buildings, access roads, and parking facilities.
  • Provide overall management of, and coordinate with Human Resources in the direction of, a safety program for employees, ensuring consistency in use of safety equipment and in meeting record keeping requirements, i.e., OSHA, HazMat, personal injury, property damage, etc.
  • Participate in random airport worker screenings as needed.
  • Maintain intra- and inter-departmental cooperation and teamwork.
  • Perform any other duties as may be assigned to ensure the safe and efficient operation of the airport.

Minimum Qualifications / Functional Requirements

  • Bachelor’s degree from an accredited four-year college or university with specialization in Airport Management, Public Administration, Business Management, or a related discipline.
  • Two years in a position involving airport operations.
  • Experience with Airside, Landside, and Terminal Operations.
  • Experience with Airport Badging and Access Control Systems.
  • Must possess and maintain a valid United States, state issued, driver's license.
  • Must complete and pass a comprehensive background and Criminal History Records check and be able to obtain and maintain security and access credentials.
  • Must pass a pre-employment drug screening and physical.
  • Must be able to obtain Airfield “Movement Area” driving certification for controlled access to all surfaces (runways, taxiways, aprons, etc.) within 3 (three) months of employment. Training provided.
  • Knowledge, Skills, and Abilities

  • Knowledge of FAA Part 139 regulations.
  • Knowledge of TSA Security Regulations Part 1542.
  • Understanding of principles and function of secure access control systems and associated components.
  • Understanding of closed-circuit camera systems purpose, functions, and software from an Airport Operations perspective.
  • Knowledge of Construction Safety Phasing Plans (CSPP).
  • Knowledge of safety precautions and practices common to Airport Operations department.
  • Must be capable of operating highly technical aviation related operating equipment with the highest degree of safety.
  • Ability to record and document airport activity in compliance with applicable laws and regulations.
  • Vision abilities required include close, distant, color, peripheral, depth perception, and the ability to adjust focus. Vision acuity of 20 / 40 corrected or better.
  • Ability to see and work at night and in dimly lit conditions as necessary.
  • Knowledge of two-way radio communication skills utilizing aviation radio procedures and use of the phonetic alphabet.
  • Ability to understand, speak, read, and write fluent English.
  • Ability to receive, understand, and follow verbal and written directions.
  • Ability to establish and maintain effective working relationships with peers, supervisors, Airport tenants, vendors, concessionaires, and contractors.
  • Ability to respond to emergencies in a timely manner.
  • Ability to operate independently and / or within a team environment.
  • Ability to work in a fast-paced environment.
  • Ability to learn, understand and remember normal tasks.
  • Ability to work within expected timelines.
  • Ability to provide exceptional customer service and interact with passengers to include those who may be emotionally distressed and / or have disabilities (hidden or otherwise).
  • Work Environment

    This position works both in an office environment and outdoors and is exposed to all weather conditions. Work both inside and outside may at times be exposed to moderate to loud noise levels. Exposure to dust, grease, excessive noise or vibration, and / or noxious gas or fumes may be rarely expected. All work areas and Authority vehicles are smoke free.

    Physical Requirements

  • Ability to remain in a stationary position for constant and prolonged periods of time, often alternating between sitting and standing, and frequently operating a computer and other office equipment.
  • Ability to walk, work on unstable soil conditions, bend, kneel, squat, stoop and crawl, occasionally for long periods of time.
  • Ability to lift and carry items weighing up to 40 lbs.
  • Position requires frequent reaching with hands and arms and the ability to occasionally climb stairs.
  • Ability to see and read letters, numbers, characters, and symbols. Vision abilities required include close, distant, color, peripheral, depth perception, and the ability to adjust focus. Vision acuity of 20 / 40 corrected or better.
  • Work performed requires the ability to speak and hear, understand and distinguish speech and / or other sounds.
  • Position is required to drive Authority vehicles on Airport grounds and public highways.
