Main Purpose of Job
The Assistant CIO for Medicaid leads the strategic planning, development, and operation of IT systems and services specifically for Maryland's critical Medicaid programs. This role ensures robust and efficient delivery of healthcare services through innovative technology solutions, with a forward-thinking vision for the strategic and ethical integration of Artificial Intelligence (AI). The position supports the MDH's mission of protecting and improving the health of all Marylanders, particularly through Medicaid, which provides healthcare coverage to millions. The Assistant CIO for Medicaid is to serve as the chief technology and executive leader responsible for the strategic modernization, operational integrity, and financial stewardship of the Maryland Medicaid Enterprise System (MES). This position is fundamentally accountable for the technical health of the system that delivers essential health services to 1,508,710 individuals, representing nearly 25% of Maryland's population. The role is defined by two primary functions : sustaining the complex, multi-component MES operations that process payments to over 122,981 providers and manage nine Managed Care Organizations (MCOs), while also leading the massive, multi-year Medicaid Enterprise Systems Modular Transformation (MMT) to replace the 30+-year-old legacy MMIS. This purpose is directly and profoundly linked to the Maryland Department of Health's (MDH) mission to 'Protect and advance the health and well-being of all Marylanders through systems that work for people'. The Assistant CIO's role embodies this mission by : Protecting and advancing the health of Marylanders : The MES is the foundational technical backbone that provides critical services such as hospital care, prescription drugs, and long term nursing care. The system covers almost half of all children in the state and accounts for 80% of all nursing home revenue. By ensuring these systems are reliable and effective, the position directly safeguards the well-being of millions of citizens. Creating systems that work for people : The entire modernization effort is designed to overcome the numerous limitations of the current legacy system, such as manual workarounds and limited historical record access. The role directs initiatives to improve the citizen experience, such as implementing a single, streamlined 'no wrong door' policy to ensure applicants are evaluated for all forms of Medicaid. It also involves improving services for providers through projects like the Provider Management Module and ensuring compliance with federal mandates like the Interoperability Rule.
Minimum Qualifications
Qualified candidates must possess a Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Public Health, Business Administration or closely related field. Qualified candidates must also possess ten (10) years of progressively responsible experience in information technology, with at least five (5) years in a leadership or management role overseeing complex IT systems and initiatives within State or Federal Government.
Desired or Preferred Qualifications
Desired candidates should possess the following : Demonstrated experience with large-scale enterprise IT system planning, implementation, and operations, preferably within a government or healthcare setting In-depth knowledge of Medicaid programs, policies, and regulations, including federal and state requirements for IT systems Proven experience in managing IT projects, budgets, and vendor relationships Strong understanding of cybersecurity principles, data privacy regulations (e.g., HIPAA), and best practices for secure health information management Demonstrable understanding of Artificial Intelligence (AI) concepts, including machine learning, natural language processing, and predictive analytics, and a clear vision for their application in healthcare administration
