Fiscal Operations Coordinator
This is a non-civil service position with the City of Baltimore, Office of City Council President. The salary range is $52,362 - $163,237 annually, with a starting pay of $52,362 - $68,046.50 annually.
The Fiscal Operations Coordinator provides high-level administrative and operational support to the Office of the City Council President, with a focus on procurement, payroll, and financial coordination. This role supports the agencys Fiscal Operations Coordinator and is responsible for processing vendor payments, facilitating agency payroll, and coordinating financial reporting for district offices. The Fiscal Operations Coordinator handles confidential and time-sensitive information, exercises sound judgment, and helps ensure compliance with city procedures and policies.
Essential Functions
- Process vendor payments, contracts, and purchase orders in accordance with City procurement procedures and deadlines.
- Coordinate biweekly payroll processing for all agency staff, ensuring accuracy and compliance in Workday.
- Monitor procurement requests across Councilmember and internal offices; track approvals and follow up with departments and vendors as needed.
- Distribute monthly budget reports to each Council District office and support the interpretation of budget status reports.
- Provide administrative and technical support to the Fiscal Operations Coordinator and Member Services team.
- Maintain accurate records of procurement and payroll transactions for audit readiness and internal tracking.
- Draft correspondence, reports, and summaries related to fiscal matters. Act as a point of contact for Council offices and vendors regarding the status of invoices, payments, and purchase requests.
- Assist with travel and lease-related procurements, including quote collection and submission coordination.
- Identify opportunities for process improvements and assist in streamlining fiscal workflows.
- Handle sensitive issues with discretion, confidentiality, and professionalism.
- Perform other duties as required to support the fiscal and administrative functions of the office.
Minimum Qualifications
Education and Experience :
Education : Bachelors degree from an accredited college or university in business administration, public administration, accounting, or a related field is preferred.
At least five years of increasingly responsible administrative experience in a professional setting.Experience with procurement, payroll processing, budget monitoring, or financial coordination in a government, nonprofit, or similar institutional environment strongly preferred.Experience using Workday or similar HR / payroll platforms is a plus.Knowledge, Skills, and Abilities

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and / or Fingerprint screening and must be successfully completed.
All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.
This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law.
