The Opportunity

WSDOT is excited to announce an opportunity for a motivated engineering professional to join our team as a Transportation Engineer 2, serving in the Traffic Design section in Spokane, WA.

In this role, you'll take the lead in delivering region traffic design projects-including safety improvements, signing, striping, illumination, signals, and Intelligent Transportation Systems (ITS). You'll also have opportunities to collaborate on Transportation Systems Management & Operations (TSMO) and broader Traffic Operations initiatives.

As the Traffic Design Engineer, you will play a vital role in advancing WSDOT's mission by driving innovation and efficiency in highway operations while enhancing safety for all travelers. Your work will directly contribute to the agency's strategic goals of Smart Technology, Modal Integration, and Strategic Investments-ensuring Washington's transportation system continues to serve communities now and into the future.

What to Expect

Among the varied range of responsibilities held within this role, the Traffic Design Engineer will :

  • Assist the Traffic Design Engineer in the development and management of PS&Es, serving as needed in the preparation of Signing, Illumination, Traffic Signal, and / or Intelligent Transportation Systems (ITS) contracts or components of contracts.
  • Assist in the development and management of Task Orders
  • Develop and review plans for approval and contract plans for geometrics, permanent signing, channelization, pavement markings, and work zone traffic control based on WSDOT design standards
  • Apply Traffic-related Standard Specifications, Regional Special Provisions, Standard Plans and other manuals / procedures and makes recommendations for improvement.
  • Assist in the management of inventory related to the Region's P3 Electrical Program as part of assisting Region Program Management in the scoping process for the Capital Improvements and Preservation Program.
  • Assist in data collection and analysis

Qualifications

To be considered for this opportunity, the following are required :

  • Engineering Foundations & Professional Credentialing : Demonstrated knowledge of engineering principles and practices, supported by certification as an Engineer-In-Training (EIT) and at least one year of experience as a Transportation Engineer 1, Transportation Technician 3, or equivalent; OR two years of progressively responsible experience as a Transportation Engineer 1, Transportation Technician 3, or equivalent; OR a Master's degree with major study in civil engineering, traffic, transportation, or a closely related field. Applies foundational engineering concepts to real-world design and construction tasks. Uses professional judgment to analyze problems and recommend safe, effective solutions. Builds on formal education or credentialing to adapt to complex transportation engineering challenges.
  • Technical Knowledge & Application : Ability to apply engineering concepts, standards, and methodologies in transportation or traffic-related projects to ensure safety, efficiency, and compliance with regulations. Interprets and applies design standards, specifications, and procedures in assigned work. Contributes to technical analyses, reports, and design documents with accuracy and attention to detail. Incorporates safety, environmental, and operational considerations into project planning and execution.

  • Traffic Engineering & Operations Expertise : At least one year of experience applying traffic engineering and operations theories, principles, and practices to various situations. Analyzes traffic flow and safety conditions to recommend operational improvements. Applies engineering judgment to balance efficiency, safety, and regulatory compliance. Adapts technical knowledge to real-world field and design challenges.
  • Field Investigation & Data Analysis : At least one year of experience conducting field investigations, collecting and evaluating data, and making recommendations to solve engineering problems. Gathers and interprets field data with accuracy and thoroughness. Identifies problems through investigation and proposes practical, evidence-based solutions. Translates data findings into actionable recommendations for projects or operations.
  • Electrical & Intelligent Transportation Systems (ITS) Design : At least one year of experience in electrical and ITS design. Develops and reviews electrical or ITS system designs consistent with safety and operational standards. Integrates emerging technologies into system design to enhance transportation operations. Applies knowledge of codes, specifications, and best practices in design activities.
  • Plans, Specifications & Estimates (PS&E) Development : At least one year of experience preparing plans, specifications, and estimates. Produces clear, accurate, and complete PS&E documents to support project delivery. Ensures PS&E deliverables comply with agency and industry standards. Coordinates with stakeholders to refine and finalize design packages.
  • Regulatory Knowledge (MUTCD) : Demonstrated knowledge of the Manual on Uniform Traffic Control Devices (MUTCD). Applies MUTCD standards to ensure compliance with traffic control design and operations. Identifies situations requiring interpretation of MUTCD guidance. Ensures consistency of traffic control applications with state and federal requirements.

    Insurance Benefits

    Retirement and Deferred Compensation

    State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

    Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

    Social Security

    All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

    Public Service Loan Forgiveness

    If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

    Holidays

    Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

    Note : Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

    Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

    Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

    Sick Leave

    Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

    Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

    Vacation (Annual Leave)

    Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

    Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

    Pay status includes hours worked, time on paid leave and paid holiday.

    As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and / or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

    Note : Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

    Military Leave

    Washington State supports members of the armed forces with 21 days paid military leave per year.

    Bereavement Leave

    Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
