Under the general supervision of the Transportation Planning Director, the IT System Administrator manages and ensures reliability of the Corpus Christi MPO's computer networks, including installing application software and maintaining hardware. In addition, this position develops, maintains, and administers the MPO's websites and social media platforms, along with utilizing graphic design and video editing software to support public involvement and outreach activities.

This position performs any combination of the following essential functions :

• Oversee the design, implementation, and upkeep of the MPO's websites, and post monthly meeting announcements on social media platforms.
• Ensure MPO websites adhere to current World Wide Web Consortium (W3C) standards and comply with federal guidelines from the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA).
• Lead graphic design initiatives, from concept through production, to support MPO branding and communication efforts.
• Edit and produce video content for public outreach, including assembling footage, adding effects and audio, and finalizing for distribution on MPO website, YouTube channel and social media sites.
• Assist in assembly of the agenda packets for the MPO committees, Task Forces and stakeholder groups for distribution.
• Install, configure, and maintain server, laptop and desktop hardware and operating system software.
• Support the preparation and completion of federally mandated documents, including the Metropolitan Transportation Plan (MTP), Transportation Improvement Program (TIP), Unified Planning Work Program (UPWP), core MPO documents, and agendas for MPO committees and stakeholders.
• Evaluate existing hardware and software systems, recommending and implementing upgrades as needed or requested.
• The IT System Administrator must be available to report to the office outside of regular MPO business hours to address and resolve any network or computer issues that may arise.
• Research, test, and install new vendor hardware and software; collaborate with vendors and users to resolve technical issues.
• Administer and maintain user accounts, security groups, file shares, email systems, network services, and cloud backup applications.
• Develop and maintain Standard Operating Procedures and provide training and technical guidance to system users.
• Coordinate IT-related efforts with Nueces County Information Technology department as needed to ensure system compatibility and efficiency.
• Serve as the technical point of contact during network emergencies establish in the Corpus Christi MPO Continuity of Operations Plan (COOP) and assist in resolving production issues.
• Stay current on emerging technologies, tools, and best practices in IT systems and network management.
• Analyze departmental and cross-departmental system requirements to develop or modify automated solutions.
• Oversee software and hardware development projects, ensuring alignment with organizational needs and goals.
• Extensive proficiency in Microsoft Word, with demonstrated experience in creating structured, professionally formatted documents for public distribution and internal use. Working knowledge of CorelDraw is preferred. Working knowledge of Adobe Acrobat Pro, Adobe Illustrator, Adobe Photoshop or Adobe InDesign is desired.
• Serve as backup to the Transportation Planning Coordinator by assembling meeting agendas and packets for committees and stakeholders and posting agendas in the Corpus Christi RTA's outdoor display case.
• Perform additional duties and provide general support for MPO operations as assigned by the Transportation Planning Director.

A bachelor's degree from an accredited college or university in computer science, planning, engineering, information systems, or another related field is required.

Candidates should have four to six years of progressive experience in computer science, planning, or a minimum of four (4) years of professional experience in systems analysis, or a Digital Communications background preferably within a public agency or similar environment.

Equivalent combinations of education and relevant experience may be considered.

Valid Class "C" Texas Driver's License.

Ability to read, analyze, and interpret common scientific and technical journals. Ability to respond to common inquiries or complaints. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, technical staff and boards of directors.

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Working knowledge of Microsoft 365, CorelDraw, Adobe Acrobat Pro, Adobe Illustrator, Adobe Photoshop, Adobe InDesign, and Vegas Movie Studio or comparable video editing software.

Configuring and installing operating systems software on server, laptops, and desktop computers.

Working knowledge of online virtual meeting software such as Zoom and Teams.

Working knowledge of HTML coding, java script and CSS coding.

Must have excellent verbal and written communication skills. Ability to communicate effectively and courteously with the public, staff, and other agencies personnel.

Skill in using computers and applicable software, in applying statistical tools to data, in preparing MPO core documents, reports, and in collecting, analyzing, and forecasting demographics and statistics; standard office practices and procedures and familiarization with Microsoft 365 Office Suite. Knowledge of geographic information systems (ArcGIS Pro) is beneficial.

A candidate for employment may be required to submit to drug testing prior to a formal offer of employment. If a positive result occurs, the candidate will be disqualified from employment with Nueces County for one year from the date of the test result. Nueces County Personnel and Civil Service Rules require all newly-hired or rehired individuals to serve a six-month probationary period.
