We are a program management and construction oversight firm delivering housing recovery services under HUD’s Community Development Block Grant – Disaster Recovery (CDBG-DR) Programs. Our team provides damage assessments, construction monitoring, and compliance oversight to ensure federally funded housing projects meet all HUD, EPA, and state requirements. We are expanding our scope of services to include lead-based paint inspections and risk assessments in conjunction with housing rehabilitation and reconstruction project implementation.

About the Role :

We are seeking a Certified Lead-Based Paint Inspector and a Certified Lead-Based Paint Risk Assessor to perform inspections, testing, and reporting in compliance with HUD, EPA, and Department of Environmental Quality (DEQ) requirements. The selected candidates will support housing recovery efforts by conducting field assessments, preparing reports, and ensuring compliance with lead-safe housing rules.

Qualifications :

  • Required Certifications (must provide proof) :

Lead-Based Paint Inspector certification (EPA or state-recognized).

  • Lead-Based Paint Risk Assessor certification (EPA or state-recognized).
  • Must be current and in good standing with all federal and state certification requirements.
  • Knowledge of HUD’s Lead Safe Housing Rule (24 CFR Part 35).
  • Experience performing inspections and risk assessments on residential properties.
  • Strong technical writing skills for report development.
  • Ability to travel within a project or assigned area as needed.
  • Valid driver’s license and reliable transportation.

    • Preferred Qualifications :

  • Prior experience working on federally funded HUD CDBG-DR housing programs.
  • Familiarity with construction inspection, damage assessments, or environmental compliance.
  • Experience coordinating with homeowners and contractors in a recovery program setting.

    • Responsibilities :

  • Conduct lead-based paint inspections and / or risk assessments in residential structures funded by HUD CDBG-DR.
  • Collect and analyze paint chips, dust, and soil samples using approved methodologies (XRF, laboratory testing).
  • Prepare written inspection and risk assessment reports consistent with HUD and EPA requirements.
  • Identify lead-based paint hazards and provide recommendations for hazard control or abatement.
  • Coordinate with program staff, homeowners, and contractors to schedule and perform site visits.
  • Ensure compliance with all OSHA, EPA, HUD, and state regulations as required.
  • Maintain accurate documentation and records in program databases.
