Job Details : Under close supervision, performs planning assignments including managing and coordinating long-range plans and studies, participating in current planning activities, preparing and presenting staff reports and ordinance revisions and providing basic technical planning and zoning assistance to the public and the City.
Essential Job Functions
- Ability to work with other departments and groups, both internal and external and, in the review of zoning and development applications, long range plans, and special reports respond to various inquiries (e.g., other departments, citizens, committees / commissions, City Council, land planning and development specialists) regarding specific projects in order to expedite services by providing information.
- Ability to review development and related land use permit applications, development plans, variance applications, etc.; examine applications for compliance with established plans and ordinances, and applicable local, state, or federal regulation; solicit input from appropriate staff, schedule hearing and actions, monitor through the approval process, enforce compliance with regulations, which includes the ability to administer the zoning process, platting process, variances, special exceptions, ordinance and code amendments, and related activities.
- Conduct research and prepare reports with data, findings and recommendations. Collect data and perform surveys to obtain information, prepare information and present findings.
- Ability to attend meetings of Planning and Zoning Commission, Zoning Board of Adjustment, City Council and other groups as assigned.
Other Job Functions
Ability to assist planners and other planning staff in research and development of project objectives, development programs and budgets based on Council priorities, the department's work plan, and public input.Ability to participate in the development of a Comprehensive Plan and its related activities.Ability to write reports, that require limited editing, and evaluate demographic, zoning, economic, geographic and infrastructure information.Minimum Qualifications
Knowledge, Skills and Abilities Required :
Knowledge of general mapping and drafting techniques, and audio-visual presentation concepts.Knowledge of research methodology and techniques for organizing and analyzing complex data.Knowledge of the fundamentals of urban planning, landscape architecture, economics, social sciences,engineering or statistics or ability to learn.Skill in researching, analyzing, and generating data and formulating conclusions and recommendations.Skill in writing and making oral presentations to management and the public.Ability to learn and become familiar with federal and state laws and regulations relating to planning and urban development.Ability to thoroughly and comprehensively evaluate all aspects of subdivision plats, development plans, and zoning cases.Ability to work in a group or team setting and contribute to the team's success on a project.Ability to effectively communicate orally and in writing.Ability to operate a personal computer, GIS system, and software packages (including graphics, visualization, and city specific programs), scanner and digital camera, and analyze and evaluate information from various sources.Ability to perform a variety of physical skills including, but not limited to, lifting, seeing, typing, writing and entering data on a personal computer.Qualifying Education and Experience :
Bachelor's Degree in urban planning, geography / GIS, political science / public administration, architecture, environmental science, landscape architecture, business or related field,Knowledge of planning and developmentAbility to read and interpret mapsEmployment Screenings Required :
