We are seeking an IT Contracting Officer to join our team. This role will involve managing complex IT procurements, negotiating contracts, ensuring compliance, and supporting vendor performance monitoring. The ideal candidate will have experience in IT procurement, public-sector contracting, contract negotiation, vendor management, and compliance with a strong passion for IT governance and procurement excellence .

Job Title : IT Contracting Officer

Location : Des Moines, IA (Hybrid On-site 2 3 days per week as needed; Local / Regional candidates only )

Duration : 1-year contract with possible extension

Job Description : We are seeking a highly skilled IT Contracting Officer to support centralized IT contract management, procurement operations, performance monitoring, and compliance with state standards. This role ensures alignment with the State of Iowa's IT policies, procurement statutes, and strategic objectives.

Key Responsibilities :

• Lead and manage full lifecycle IT procurement activities including RFPs, RFIs, RFQs, and sole-source justifications.
• Draft, review, and negotiate IT contracts such as SaaS, IaaS, software licensing, cloud solutions, hardware, and professional services.
• Collaborate with legal, cybersecurity, enterprise architecture, and business teams to ensure contract compliance with technical and operational requirements.
• Maintain adherence to State of Iowa procurement statutes, rules, and processes.
• Manage procurement documentation, contract records, and workflows within state systems.
• Provide training and guidance to internal teams on best practices in IT procurement and contract management.
• Monitor vendor performance, support compliance activities, and assist with dispute resolution.
• Stay current with emerging technologies, IT procurement trends, and regulatory updates.

Minimum Qualifications : Bachelor's degree in Business Administration, Public Administration, Information Technology, or a related field. 5+ years of experience in IT procurement, contract negotiation, or public-sector contracting. Strong knowledge of IT contract types including SaaS, IaaS, perpetual licenses, maintenance / support, and cloud agreements. Familiarity with state or federal procurement regulations and compliance processes. Excellent written and verbal communication skills. Strong analytical, negotiation, and project management capabilities.

Preferred Qualifications : Experience working with State of Iowa procurement systems (Workday, I / 3, or similar). Professional certifications such as NIGP-CPP, CPPB, CPPO, or NCMA CPCM. Experience in centralized procurement environments. Understanding of cybersecurity, data privacy, and risk factors in IT contracts.
