Under nominal direction, plans, schedules and monitors the work of financial personnel and assists city staff on budgeting, accounting, purchasing, treasury, communication, and strategic planning. Additional responsibility for the supervision of tax collection functions for the City.
Essential Job Functions
- Plan long and short-term goals and objectives for the department and provide overall guidance, direction, and supervision to department personnel and direct reports to ensure achievement of the same.
- Plan, organize, and supervise the preparation of the City's Operating and Capital Budget, the City's annual financial reports (AFR, PAFR), including assistance to external independent auditors, and all aspects of debt issuance, management, and investment strategy.
- Assist the City Manager in monitoring the City's performance of its Business Plan and Annual Budget.
- Effectively communicate both orally and in writing with all levels of management, including the City Council and Board of Directors, on financial, management, and communication issues.
Other Job Functions
Provide direct assistance to Directors of various component units such as the Arlington Housing Authority, Arlington Housing Financial Corporation, Arlington Tomorrow Foundation and the Economic Development Corporation on a variety of financial aspects.Prepare special financial and operational reports as requested by regulatory agencies, consultants, Council, and City Manager.Review accounting rules and regulations, such as GAAP and GASB, to ensure the city is in compliance.Manage the construction and maintenance of the City’s assets, specifically buildings, fleet, and landfill.Minimum Qualifications
Knowledge of management, particularly the principles of supervision, training and performance evaluation.Knowledge of office and administrative practices and procedures.Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.Knowledge of Strategic Planning and Business Planning for a municipal organization.Knowledge of the GAAP and GASB rules and regulations and the Texas Public Investment Act. Laws.Knowledge of the principles and practices of accounting, auditing, and performance-based budgeting, banking, public finance administration, procurement, municipal accounting, taxation, and revenue management.Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.Skill in planning, organizing and monitoring subordinate employee work assignments to accomplish unit objectives.Skill in using PC Software including current Microsoft Office Suite of applications.Skill with organization and attention to detail.Superior writing skills and ability to plan and direct projects from inception to completion.Ability to compile and analyze financial reports and make accurate revenue estimates.Ability to critically evaluate information concerning financial statement presentation.Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.Ability to generate new or innovative ideas or solutions to a problem.Ability to learn new systems and procedures quickly.Ability to operate a variety of office equipment, including but not limited to PC, telephone, calculator, scanner, and copier.Ability to perform a variety of physical skills, including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.Ability to prioritize deadlines and tasks.Ability to receive detailed information through oral communication and make fine discriminations in sound.Ability to understand mathematical calculations involving fractions, percentages, and decimals.Ability to work independently under general instructions.Ability to work within a demanding schedule.Qualifying Education and Experience
Bachelor's Degree in Accounting, Finance, or Business Administration.Seven years of progressive management experience.Preferred Qualifications
Master's Degree in Public Administration or Business Administration preferred.CPA, CPFO, or CGFO certification preferred.Seniority Level
