PROGRAM OVERVIEW :
PHMC a non-profit public health institute serves as the intermediary entity for the City of Philadelphia Department of Human Services Out-of-School Time Project (DHS OST) and the Mayors Office of Education Extended Day / Extended Year Initiative (MOE EDEY). In this role PHMC manages a citywide contract with approximately 160 programs and provides program monitoring and support contract oversight data management and fiscal oversight. Combined these two programs support approximately 9500 youth in grades K-12 through after-school before-school and summer programs throughout the city of Philadelphia. The project aims to provide quality out-of-school time programming to improve life skills increase academic engagement expand enrichment opportunities and prepare youth for higher education and employment.
JOB OVERVIEW :
The EDEY Liaison Manager will lead a team of 3-5 Program Liaisons in the implementation of the EDEY program support strategy for K-8th EDEY programs. EDEY programs will include both general out-of-school time programs that operate 5 days per week and specialized programs that operate 2 to 3 days per week. All programs provide enrichment and support academic improvement through Creative and Performing Arts Athletics / Health and / or STEM. The EDEY Liaison Manager will collaborate with other OST / EDEY staff provider agency leadership and external stakeholders to develop and implement systems that support high-quality programming compliance with EDEY scopes of work continuous quality improvement effective communication between program staff and full utilization of program resources. This position reports to the EDEY Senior Manager. This position requires office and field-based activities.
RESPONSIBILITIES :
Staff Supervision and Collaboration
- Supervise a team of 3-5 Liaisons who monitor the day-to-day operation of OST programs. The liaison staff members deliver supports and direct resources to maintain the quality and compliance of OST-funded programming.
K-8th programming focuses on literacy delivered through Creative and Performing Arts Athletics / Health and / or STEM as well as embedded career awareness and exposure strategies.
Ensure adherence to procedures and reporting requirements of the EDEY support model.Equip EDEY Program Liaisons with the training guidance and resources needed to implement EDEY support and monitoring.Collaborate with the other Liaison Managers to review relevant data elevate effective practices and identify areas of program quality that require enhanced support.Collaborate within PHMCs OST Intermediary Team and with external partners in the School District and in the Mayors Office of Education to ensure alignment with the goals and objectives of the EDEY initiative.EDEY System Goals
Develop and disseminate strategies that help EDEY programs meet the goals and objectives of the EDEY initiative including full utilization of funding achievement of youth participation targets and high-quality enrichment programming.Engage with EDEY provider agencies to ensure each agency is providing adequate operational supports for programs assist in identifying barriers to successful operations and develop action to address barriers both at the provider and systemic level.Support the design of data collection protocols and tools to monitor Program Liaison activities.Ensure adherence to data collection protocols and use of data to inform activities.Utilize data collection tools to monitor trends across program quality improvement plans and plans of correction to identify topics for professional development trainings technical assistance resources and cohort-based interventions.Utilize data collection tools to monitor trends in the effectiveness of coaching professional development and technical assistance interventions.Monitor enrollment data to identify potential disparities and inequities in access to funded programs.SCHEDULE :
Typical duties will occur Monday through Friday between 9 a.m. and 5 p.m. However occasional early morning weekend and evening activities may be required.

Minimum of 5 years of experience implementing data-driven programming in education programs for elementary school-aged youth teens or opportunity youthMinimum of 2 years of supervisory experiencePreferred : Experience in coaching capacity building training mentoring and data-informed performance managementSALARY GRADE : 21
