About The Division :

Join the Broadband Development Office team! The Broadband Development Office (BDO) partners with local governments, stakeholders and citizens to expand reliable, affordable, high-speed internet across the state to every Texan. The BDO offers tools and resources and awards grants, low-interest loans and other financial incentives.

General Description :

The Broadband Development Office (BDO) is seeking a skilled professional to perform consultative services and technical assistance in support of broadband programs across Texas. In this role, you will help plan, develop, and implement broadband-related initiatives, while providing guidance and expertise to program staff, government agencies, community organizations, contractors, and the public. You may also provide direction to others as needed. This position works under general supervision with moderate latitude for initiative and independent judgment.

Work Hours :

40 hours a week between the hours of 7 a.m. – 6 p.m., with occasional evening and weekend hours. Hours may change based on business needs, especially during legislative sessions. Applicant will be required to work physically in the office up to three (3) days / week, days may vary. The applicant may need to report to the office with little notice, as business necessitates. Travel reimbursements are not provided.

Qualifications

Minimum Qualifications :

Education :

  • Graduation from an accredited college or university with a bachelor’s degree.

Experience :

  • One (1) year of full time experience managing, coordinating, and overseeing one or more different programs, including planning and implementing projects.
  • Experience working with federal, state, and / or local programs in support of public initiatives.
  • Experience establishing and managing professional relationships with stakeholders.
  • Experience with Microsoft Office Suite.
  • Experience effectively articulating information and ideas, both verbally and written to diverse audiences.
  • Preferred Qualifications :

    Preferred Education :

  • Graduation from an accredited college or university with a bachelor’s degree in political science, public administration, communications or business administration.
  • Preferred Experience :

  • Experience in one or more of these areas : broadband or telecommunications; education and training; community development; planning; public-private partnerships.
  • Knowledge and familiarity grant management methodologies, specifically development, awarding and oversight.
  • Knowledge and familiarity with broadband and digital opportunity programs.
  • Experience developing scopes of work.
  • Experience liaising with stakeholders to determine needs, concerns, and viewpoints for the purpose of developing project goals.
  • Experience with spreadsheet software to organize and manipulate numerical data.
  • Experience with customer management software such as Salesforce.
  • Experience conducting policy or legislative research, as well as a familiarity with the Texas legislative process.
  • Bilingual (Spanish).
  • Substitutions :

    A graduate degree in political science, public administration, communications, business administration, or related field may substitute for one (1) year of the required experience.

    Licenses and Certifications :

    Certified Texas Contract Manager (CTCM) certification or must be obtained within first six (6) months of employment.

    A valid Texas (or state of residency) driver’s license and a satisfactory driving record are a condition of employment.     Summary of Physical Requirements :

    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies.It requires the stamina to maintain attention to detail despite interruptions.Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. The individual must be able to lift, pull, physically handle, and transport records, documents, boxes, and related information, weighing up to 35 pounds when required. This position requires the ability to travel. The individual must be able sit for differing periods of time while traveling to and from assigned destination.

  • Maintain confidentiality and protect the privacy of state employees, taxpayers, and other members of the public.

  • Seek guidance and clarification from relevant agency specialists when potential confidential issues arise.
