Job Description

This position is contingent on the award for a project in FDOT District 4.

This position is Assistant to the Project Manager to oversee the assigned project or Services Contract for the management, inspection, maintenance, and operations of the project. The position will also oversee a structures (bridges) maintenance crew and assist with quality inspections.

ESSENTIAL FUNCTIONS :

  • Assists in creating and maintaining a solid safety culture on the project.
  • Responsible for the Management and Operations of Complex Highway Maintenance Contracts with input from the Project Manager
  • With the input of the Project Manager, Develop and periodically revise a multi-year work plan for the maintenance and operations of highways and structures within the projects limits to specifications under the contract.
  • Manage Operations Managers and Structures Crew with input from the PM.
  • Assists Project Manager with the oversight of project overheads to ensure proper utilization of resources and proper expense management by Operations Managers and other responsible staff.
  • Monitor contract to ensure proper expense management and maximization of operating profits are being accomplished.
  • Make sure utilization of current equipment inventory is effective, and that the inventory is of sufficient quantity to handle contract needs.
  • With the input of the Project manager assist in development of long-term personnel and equipment scheduling to determine overall project needs.
  • Ensure all staff are abiding by all federal, state and local laws within the scope of their contracts.
  • Provide area managers and staff with the means to be in compliance with all federal, state and local laws.
  • With the input from PM, work with office manager by lending direction with regard to : Location overhead (office) payroll budgetingLocation overhead (office) staffing needs Information processing systemsLocation overhead (office) major expendituresOffice image and cleanliness
  • Monitor fleet of vehicles and equipment to ensure operational availability
  • RECRUITMENT

With the HRBP / Recruiter and Project Manager Insure a solid recruiting and hiring game-plan and that this game-plan is executed on a timely basis.

  • PERFORM ANNUAL EVALUATIONS ON ALL RESPONSIBLE EMPLOYEES
  • TRAINING Train new manager

  • BUDGETING Work with Project Manager in providing input for the development of the project and overhead budgets.
  • 1. All direct expenses are accounted for properly.

    2. Contract specifications are addressed properly and accounted for.

    3. Make sure the work is within the scope of the project’s capabilities and resources

  • SUBORDINATE DEVELOPMENT Train and coach subordinate managers in all facets of management

    5. To identify subordinate managers who are seeking greater opportunities within DCS AM, LLC, and mentor these individuals towards these goals.

  • OVERSEE OVERALL FACILITY APPEARANCE AND MAINTENANCE
  • ASSURE SAFETY ON ENTIRE PROJECT Assure compliance with DOT and other Regulatory Safety AgenciesAssure all Area Managers are maintaining field safety and proper PPEAll other duties as assigned
  • Qualifications

  • 5+ years' experience in a highway environment
  • Additional industry-related training / certification is desirable
  • Highway and structures maintenance experience is preferred
  • Budget management experience is preferred
