Chief Information Officer

Job Summary

The Chief Information Officer provides strategic direction to University information technology operations, making sure that the practices of functional sub-units align with University goals and strategies; that adequate resources are available to accomplish the function’s mission; that managers of sub-units succeed in providing effective leadership to their work teams; and that the function’s performance goals and objectives align and integrate with the efforts of other campus functions. This position is accountable for the overall leadership and coordination of all information technology services for the University.

Primary Responsibilities

Operations, Development, and Information Management (50%)

Formulates and administers policies, procedures, initiatives and operational objectives for all information technology areas.

Establishes and updates, as necessary, a comprehensive, long-range technology plan for the University.

Supports the direction on the development and implementation of training programs for faculty and staff.

Oversees planning and implementation of all business information systems such as sales, customer operations and internal communications.

Directs the information strategy of the University based on forecasting information from senior management.

Participates in the overall direction of internal business systems and serves as University spokesperson for information management and interfaces with industry on information management and technology matters.

Directs information systems customer and public relations services.

Co‑ordinates with other CES schools to provide strategic and tactical direction on IT security, infrastructure, and planning.

Technology Resources and User Needs (30%)

Plans, evaluates and recommends the purchase, replacement and / or upgrade of computing hardware and software necessary to support the computing and technology goals and operations of the University.

Plans and coordinates efforts for the implementation / utilization of technology and resources to improve the classroom experience.

Explores new technologies for future planning and potential implementation and represents the University to external vendors / partners on technology related issues.

Ensures the efficient and effective delivery of technology services and resources to all users.

Collaborates with members of the executive team to identify ways IT can assist the company in achieving business and financial goals.

Identifies new IT developments and technologies; anticipates resulting organizational modifications.

Establishes appropriate internal and external support committees and advisory groups to enable proper evaluation of user satisfaction levels and obtain feedback / information to assist with technology planning.

Identifies user needs and directs building of IT teams to work across all levels of the organization.

Supervisory, Budget and Other Tasks (20%)

Manages subordinate senior managers and is responsible for the overall direction, coordination, and evaluation of the following units : Information Technology Infrastructure, Information Technology Operations, and Enterprise Information Systems.

Approves and oversees the administration of staffing expenses and capital budgets for Information Technology.

Directs information systems budgeting, strategic planning, business process re‑engineering and IT system strategy.

Performs other tasks assigned.

Minimum Qualification and Experience

Bachelor’s degree in business administration, Computer Science, Information Technology, or related field required. Master’s Degree preferred.

At least 10 years of experience in administration of information systems and technology, with increasing level of responsibility throughout.

Skills

Working knowledge of information systems infrastructure including network operation, computer servers, desktops, laptops, and mobile devices.

Proficient in Microsoft Office Suite or related software.

Knowledge of asset funding, purchasing, and acquisition.

Knowledge and ability to create and analyze budgets at the university level.

Excellent verbal and written communication skills.

Excellent ability to conceptualize long‑term business goals and develop orderly processes to accomplish those goals.

Excellent managerial skills.

Thorough understanding of information technology and information technology systems.

Approximate starting salary :

$106,000 – $131,000. The salary offered could be above or below range based on education and experience as it relates to the job description.
