Senior Infrastructure Cost Optimization Analyst

As a key member of the Global Infrastructure Finance team, the Senior Infrastructure Cost Optimization Analyst is responsible for the comprehensive analysis and optimization of all infrastructure-related costsboth CapEx and OpExacross Oracle's global data center portfolio. This highly analytical role will focus on maximizing investment efficiency, minimizing total cost of ownership, and supporting strategic infrastructure decisions. The analyst will leverage advanced financial models and tools (including Python for automation and analytics) to assess cost drivers, support sourcing strategies, and identify actionable savings across build, maintenance, operations, and energy costs. Close collaboration with engineering, procurement, finance, and operations partners is critical to drive cross-functional alignment and optimal resource allocation.

Responsibilities

  • Analyze and review capital expenditure proposals for new data center construction, expansions, technology upgrades, and retrofits
  • Develop and maintain CapEx models to compare and track data center costs (construction, equipment, energy efficiency, etc.) across global regions
  • Develop and maintain detailed financial models quantifying all data center costs (construction, equipment, utilities, labor, maintenance, network, and more) across CapEx and OpEx categories
  • Analyze cost drivers, develop ROI models, and evaluate trade-offs between investment and operational efficiency
  • Identify, quantify, and communicate cost optimization opportunities at all project stages
  • Benchmark Oracle's data center CapEx against industry standards and competitors to drive value and efficiency
  • Monitor trends in construction, equipment pricing, and emerging technologies to recommend investment strategies
  • Collaborate with data center engineering, procurement, finance, and operations teams to align project scopes with budget targets
  • Engage with procurement to negotiate favorable terms for major CapEx items, leveraging analytics and market insights
  • Partner with engineering to assess the financial viability of new technologies or design approaches (e.g., modular, prefabricated, high-density cooling)
  • Drive continual improvement of CapEx estimating, tracking, and reporting processes using digital tools and automation
  • Prepare and present detailed CapEx optimization reports for executive leadership, highlighting risks, opportunities, and recommendations
  • Deliver actionable, data-driven recommendations and regular cost optimization reports to executive and regional leadership
  • Support business case development for major data center investments or strategic initiatives

Key Skills and Requirements - Preferred Skills

BS / BA in Finance, Engineering, or related field; advanced certifications (e.g., PMP, CFA) a plus

8+ years of relevant experience in data center or infrastructure finance, CapEx optimization, or construction cost analysis

Advanced skills in financial modeling, with hands-on experience in Python or other analytical platforms

Deep understanding of data center construction, equipment, and operational best practices

Experience engaging with cross-functional teams in technical environments

Excellent communication and executive presentation skills

US : Hiring Range in USD from : $87,000 to $178,100 per annum. May be eligible for bonus and equity. Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
