Chief of Police

Overview :

The Chief of Police is responsible for leading the Robert Morris University Campus Police Department – a 24 / 7 operation comprised of Police Officers and Public Safety Officers – which is responsible for protecting the safety and security of the University’s residential and commuter students, employees, and property located on its main campus and elsewhere in Moon Township, as well as the Island Sports Center sports complex located on Neville Island. Responsibilities :

• Leadership & Management : Hire, train, supervise, and develop Police Officers and Public Safety Officers.
• Ensure that Officers receive regular training and professional development to maintain high standards of service and effectiveness.
• Establish work schedules for all Officers.
• Review all police reports and periodically review body-worn camera footage to ensure compliance with applicable law and University policies.
• Ensure compliance with the collective bargaining agreement; serve as a member of the negotiating team for new contracts; resolve grievances.
• Develop, implement, and update University-wide and departmental Campus Police policies and procedures.
• Maintain statistics required by the Clery Act, submit statistics to the U.S. Department of Education, and prepare the Annual Security Report for the campus community.
• Complete monthly Uniform Crime Reporting submissions and all other statistical reporting and database submissions required by law.
• Develop and execute operational plans for large internal and external events on campus, including security, traffic management, and parking.
• Manage the departmental budget.
• Law Enforcement, Crime Prevention, Safety & Security : Enforce state and federal laws and regulations as well as University policies.
• Supervise the completion of criminal investigations and investigations of student and employee conduct matters – coordinating and collaborating, as needed, with the Office of People & Culture, Title IX, and the Office of Student Life – including evidence collection and report writing.
• Maintain all departmental equipment, including but not limited to vehicles, weapons, and body-worn cameras.
• Oversee the administration of the University’s parking program, including the sale of parking passes to residential and commuter students and employees, the provision of temporary passes to visitors, and the processing of payments for parking fines.
• Conduct periodic inspections of buildings and grounds to identify potential safety hazards and recommend corrections.
• Community Engagement : Maintain positive relationships with students and employees to foster a safe and supportive campus environment.
• Conduct training programs for students and employees to heighten their awareness of risks and enhance their personal security practices.
• Maintain positive, collaborative relationships with Township, County, and State police agencies.
• Emergency Management : Administer the RMU Alert (emergency alert) system, sending alerts to the campus community in the event of threats to safety or security, weather delays or closures, and other urgent or time-sensitive topics.
• Send Timely Warning notices when required by the Clery Act to alert the campus community to certain active and ongoing threats.
• Serve as the Incident Commander in the event of any incident threatening the safety and security of the University community and / or University property, coordinating the efforts of the Campus Police Department and other responding law enforcement and emergency services agencies and communicating with the leadership team as needed.
• Serve as the Co-Chair of the Emergency Management Subcommittee of the Safety Committee, which is responsible for developing recommendations to enhance the safety and security of the University community and supporting the University’s response to major incidents.
• Conduct periodic scenario planning exercises with the Campus Police Department and other local law enforcement partners and first responders (e.g., 911, fire, ambulance).
• Perform all other duties as assigned.
