Position Summary :

Person in this position will be responsible for providing the administrative programmatic leadership and oversight for the program; Day 1 Families Fund Project. Responsible for the coordination of client care by collaborating with multidisciplinary professionals to provide and facilitate services. Essential Job Functions include those listed below.

Essential Job Functions :

  • Provide administrative leadership and supervision of day-to-day operations of the program serving Homeless families;
  • Function as a liaison to the Deputy Administrator and Director of Housing Services, subcontractors, and external groups and agencies in promoting inter-organizational collaboration including attending community meetings as required;
  • Responsible for collection and submission of reports;
  • Knowledge of the Clinical Data System;
  • Assist in grant planning and initiation of potential funding opportunities when required;
  • Participate in design and implementation of research, such as program evaluation and outcome studies;
  • Hire and arrange for staff development, education and training activities;
  • Implement Quality Assurance and Utilization Review systems that monitor the effectiveness of the program;
  • Assist in the development of program fiscal and budgetary tracking systems and implementation as well as providing the oversight and management of operating budget and program fiscal expenditures;
  • Monitor compliance with all required standards, regulations, state and federal guidelines;
  • Develop, implement and monitor procedures to meet agency policies and contract management including the preparation of comprehensive reports for funding or agency sources;
  • Embrace and embody the mission, vision, guiding principles, clinical vision and goals of WestCare Foundation; and
  • Perform any other duties as assigned.

Essential Qualifications :

  • A minimum of four (4) years supervisory experience with knowledge of program performance indicators.
  • Demonstrate knowledge of target population and housing services including three (3) years’ experience working with the homeless population, substance users and or mental health care systems.
  • Management and administrative experience and capabilities;
  • Must possess knowledge of chemical dependency, substance abuse and mental illness;
  • Possess knowledge of state and federal regulations including tenant rights, confidentiality guidelines and Housing First model;
  • CPR Certification, First Aid Certification and an Annual Tuberculosis test.

  • Education :

  • Graduation from an accredited four-year college with a degree in Addiction Counseling, Counseling, Social Work, Psychology, or a related field or equivalent experience and education combined.

  • Work is primarily performed in an office or a treatment setting; and
  • Some outdoor activities may be required.
