Position Summary :
Person in this position will be responsible for providing the administrative programmatic leadership and oversight for the program; Day 1 Families Fund Project. Responsible for the coordination of client care by collaborating with multidisciplinary professionals to provide and facilitate services. Essential Job Functions include those listed below.
Essential Job Functions :
- Provide administrative leadership and supervision of day-to-day operations of the program serving Homeless families;
- Function as a liaison to the Deputy Administrator and Director of Housing Services, subcontractors, and external groups and agencies in promoting inter-organizational collaboration including attending community meetings as required;
- Responsible for collection and submission of reports;
- Knowledge of the Clinical Data System;
- Assist in grant planning and initiation of potential funding opportunities when required;
- Participate in design and implementation of research, such as program evaluation and outcome studies;
- Hire and arrange for staff development, education and training activities;
- Implement Quality Assurance and Utilization Review systems that monitor the effectiveness of the program;
- Assist in the development of program fiscal and budgetary tracking systems and implementation as well as providing the oversight and management of operating budget and program fiscal expenditures;
- Monitor compliance with all required standards, regulations, state and federal guidelines;
- Develop, implement and monitor procedures to meet agency policies and contract management including the preparation of comprehensive reports for funding or agency sources;
- Embrace and embody the mission, vision, guiding principles, clinical vision and goals of WestCare Foundation; and
- Perform any other duties as assigned.
Essential Qualifications :
A minimum of four (4) years supervisory experience with knowledge of program performance indicators.Demonstrate knowledge of target population and housing services including three (3) years’ experience working with the homeless population, substance users and or mental health care systems.Management and administrative experience and capabilities;Must possess knowledge of chemical dependency, substance abuse and mental illness;Possess knowledge of state and federal regulations including tenant rights, confidentiality guidelines and Housing First model;CPR Certification, First Aid Certification and an Annual Tuberculosis test.Certifications / Licenses :

Graduation from an accredited four-year college with a degree in Addiction Counseling, Counseling, Social Work, Psychology, or a related field or equivalent experience and education combined.Experience and Competencies :
