Senior Library Manager (Technical Services)

Overview

Master's degree in library science from an American Library Association-accredited library school program, or a closely related field, and three years of professional-level library experience within collection management and technical services functions, including two years of supervisory experience. Evening and weekend work hours may be required. Must possess a valid State of Florida Driver's license and be insurable by the District's insurance carrier. Must provide own means of transportation. Successful completion of a drug screen and criminal history background investigation is required prior to employment.

This is administrative, managerial, professional, and technical library work supervising and coordinating the activities within the Alachua County Library District.

An employee assigned to this classification is responsible for applying modern professional library techniques and supervising a staff of professional, paraprofessional, technical, and clerical employees and volunteers. Work is performed under the direction of a higher-level supervisor and is reviewed through conferences, reports and observation of results obtained. Plans, directs, controls, and coordinates the activities within the Alachua County Library District. Provides oversight for and manages the selection, acquisition, cataloging, processing, and maintenance of the library's physical and digital collections.

Responsibilities

Monitor collection performance through ongoing review of standard library collection metrics; apply analysis of metrics to improve district-wide collection development and management practices.

Supervise and coordinate the activities of subordinate supervisors and employees including determining work procedures and schedules; issue instructions and assign duties; review work; recommend personnel actions; conduct performance reviews; and provide departmental training and orientation.

Prepare operating budget and long-range plan proposals for the department or branch; monitor the branch or departmental budget; recommend budget transfers; ensure appropriate fiscal oversight of general and supplementary library collection funds.

Negotiate and evaluate vendor contracts and discounts for the Library District; maintain effective business relationships with vendors, publishers, and service providers.

Assist in establishing plans, priorities, and procedures and recommend changes in organizational structure and resource allocation to meet branch / departmental and District goals.

Keep informed of current trends and new professional techniques by reading professional journals and publications, and through participation in professional organizations, workshops and conferences; communicate to appropriate staff.

Develop materials collections District-wide by recommending materials for acquisition, rotating materials to and from Headquarters and the branches and weeding materials from the collection.

Coordinate, manage, and review special projects and a variety of programs for the public.

Provide comprehensive bibliographic, reference and reader's advisory assistance in person and by phone to library patrons, using printed materials, on-line services and referrals; guide patrons in the selection, organization and interpretation of library materials, and in the effective use of technology and library facilities.

Analyze the impact of new technologies on library services and recommend action.

Arrange for maintenance and security of buildings including opening and closing; serve as Library District liaison to the community, working with schools and organizations to provide services to the public.

Ensure patron compliance with all policies and procedures through effective communication and enforcement.

Drive a District vehicle to perform duties at various Alachua County Library branches.

Perform related and other duties as assigned.

Knowledge, Skills and Abilities

Thorough knowledge of professional principles, practices, systems and techniques of public librarianship.

Comprehensive knowledge of physical and digital collection development and management within a contemporary, multi-branch public library.

Comprehensive knowledge of integrated library systems, discovery layers, and vendor-provided value-added services including shelf-ready material.

Considerable knowledge of contemporary cataloging rules, systems of classification, vocabularies, and metadata standards (RDA, DDC, LCSH, LCGFT, MARC21, Dublin Core).

Knowledge of titles, authors and contents of books and other materials; knowledge of technological, general and specialized references sources; knowledge of operating budget practices, procedures and methods for development.

Ability to effectively supervise and coordinate the activities of subordinate employees; assist in analyzing library problems and propose practical solutions; use word processing, presentation and spreadsheet applications; use emerging technology for patron service.

Ability to explain and interpret library facilities, equipment, services, materials, and policies to patrons and staff; safely operate a District vehicle.

Ability to communicate effectively, both verbally and in writing; oversee planning and administration of programs and public presentations of interest; establish and maintain effective working relationships with coworkers, the community, and library patrons; contribute to growth and development of the branch or department within service levels; function as a team member; maintain complex records, perform in-depth research, and prepare reports.
