Technical Director
Provide the Military Sealift Command (MSC) Business Systems Branch with program management, systems engineering, software development and integration, advanced data services, and customer focused operational support. As technology evolves, introduce emerging technologies, embrace forward-looking strategies, and implement new and / or significant enhancements to existing Business Systems. The Technical Manager supports the Program Manager and may be required to fill in for that person, interface with the MSC PM, MSC Business Systems Manager, and MSC COR, and is responsible for executing all technical activities. The Technical Manager (TM) is responsible for establishing guidelines for all technical aspects of contract performance under the leadership of the PMO, including implementation, technical assistance and life-cycle support of all Business Systems applications and infrastructure within their area of expertise. The TM shall provide IT expertise, establish standards required for performance, establish policies and procedures required by the PMO, and support the PMO in communicating with all levels of management across the Business Systems stakeholder community. The TM shall ensure all Business Systems architecture (Cloud and on-premises) is optimally configured to provide best system performance to the user community while ensuring cost is kept within projected budgets. Required Certifications Education, Background, and Years of Experience Bachelor's Degree in Engineering, Computer Science, Mathematics, Management Information Systems, or related field. 10+ years of technical leadership for DoD or DoN programs including : Technical experience directly related to software / system development (Waterfall and Agile methodologies) using a DevSecOps framework. Proven experience with migrating systems to cloud. Proven experience with managing data lake / Business Intelligence / Artificial Intelligence projects. Within the 10 years, at least seven years related to the implementation and maintenance of management information systems and or software intensive systems. Within the 10 years, at least seven years of managerial leadership mobilizing teams to complete PWS task activities per established procedures. Additional Skills & Qualifications Required Skills At least five years of system development and integration experience for DoD or DON software programs hosted in the AWS GovCloud. Preferred Skills Working Conditions Environmental Conditions Contractor site with 0%-10% travel possible. General office environment. Work is generally sedentary in nature but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available. Strength Demands Light - 20 lbs. Maximum lifting with frequent lift / carry up to 10 lbs. A job is light if less lifting is involved but significant walking / standing is done or if done mostly sitting but requires push / pull on arm or leg controls.
