The position of Manager, Emerging Technology, involves leading and inspiring the Department's emerging technology strategy and goals. This role requires collaboration with senior leadership and functional offices, developing and implementing policies, procedures, and standards for emerging technologies. The manager is responsible for advising executive management, developing workforce strategies, managing budgets, and ensuring high-quality project delivery. Additionally, the role includes fostering a business-oriented culture, integrating AI solutions, and representing the Department's initiatives at various meetings and conferences.

Your specific responsibilities : Spends the majority of their time supervising, communicating with, motivating, training, and evaluating employees, and planning and directing employees' work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Leads, motivates, supervises, and directs employees and consultants. Serve as the agency's Manager of Emerging Technology. Inspires and provides statewide leadership of the Department's emerging technology strategy, goals, and outreach to meet the Department's mission. Collaborate and coordinate with senior leadership and functional offices in regard to emerging technology. Develop and implement agency emerging technology policies, procedures, standards, and governance. Advise executive management on emerging technology needs of the agency. Develop the workforce strategy and technology action plans that align with and enable the effective execution of business strategies. Recruit, develop, and retain a workforce with the appropriate mix of business knowledge, technical skills, and core competencies. Create a work environment of high morale, efficiency, and accountability of employees. Develop and manage the annual operating and capital expenditure budget to ensure the investment in emerging technologies is consistent with strategic objectives. Direct the development of the sourcing strategy and provide oversight for strategic vendor and partner relationships. Ensure that emerging technology projects are delivered with high quality, on schedule, and within budget. Foster a business-oriented and digital-ready culture that ensures exceptional internal and external customer service.

Lead the development, implementation, and maintenance of the Department's strategic approach and policies for the implementation of Artificial Intelligence (AI) technologies. Mainstream emerging technologies, such as AI, digital infrastructure, automated vehicles, and Advanced Air Mobility (AAM) into the Department's functional areas and support these offices with guidance and training. Ensure that Federal and State AI and cybersecurity policies, standards and guidance are adhered to. Manage the development of standards, standard operating procedures, specifications, cost estimates, Request for Information (RFI) solicitations, and competitive procurement documents, as needed. Coordinate with the District offices, Central Office divisions, private parties, Federal agencies, local governments, and other state agencies on the development and submittal of grant applications. Integrate AI solutions into the Department's processes, as feasible and appropriate. Develop prioritization strategies and implement a phased approach to support AI use cases. Serve as Program Manager for emerging technology pilot projects. Ensure project schedules and budgets are met, while delivering high quality AI projects.

Assist the Executive Director of Transportation Technology with the establishment of partnerships with private businesses and entities on transportation emerging technology initiatives. Encourage and embolden industry to assist the Department's mission to improve transportation safety and efficiency. Cultivate a transportation emerging technology ecosystem that is nimble and efficient. Assist the Executive Director of Transportation with monitoring and analyzing State and Federal legislation and policies that impact the Department's emerging technology and processes and recommend appropriate strategies and approaches. Represent the Department's emerging technology initiatives at various internal and external meetings and workshops. Present emerging technology initiatives at conferences for industry and public awareness. Communicate the Department's vision for emerging technology to inspire technology partnerships. Partner with Florida's universities to advance transportation emerging technology research. Serve as project manager or adviser on emerging technology research of strategic importance.

Provide support during emergencies to the Emergency Operations Centers with various data and technology tools, including field deployable technologies and staff.

The successful candidate will have the following required knowledge, skills, and abilities : Knowledge of department organization structure; knowledge of the principles of budget preparation; knowledge of artificial intelligence technologies, policies, standards, and applications; knowledge of relevant Federal and State regulations, contract management techniques, and strategic planning and policy development; experience in planning and managing large-scale, complex systems and programs; knowledge of systems engineering methodologies and project management principles; skilled in developing and making presentations; ability to develop a comprehensive work plan; ability to formulate strategies and action plans to achieve results; ability to coordinate emerging technology issues internally and externally; ability to plan and organize emerging technology activities; ability to maintain good working relationships with customers; ability to communicate effectively both verbally and in writing; ability to apply applicable rules, regulations, policies and procedures; ability to solve problems and make timely decisions; ability to establish and maintain effective working relationships; ability to advise management on technical matters related to emerging technology; ability to plan, organize, coordinate and supervise; ability to work in a fast-paced environment, a diverse workforce, and manage multiple assignments; ability to work in a matrixed environment to leverage resources across the Agency; ability to manage workload to produce on-time resolutions to problems; ability to lead, manage, and work with diverse groups of people.
