STAHL Companies provides the Program Management for its Channel of Commercial Technology companies in Government that consist of Small Businesses and New Technology start-ups.

We do this by aligning the voice of our small business members with advocacy for change in federal policy that will make the government market more accessible to small businesses and the commercial technology ecosystem.

The Channel's founding Technical Board Members include former government leaders and IT executives passionate about bringing best-of-breed technology to the government.

We are seeking a skilled and experienced Program Manager to join our team!

Position Overview

The Program Manager (PM) will serve as the Government’s single point-of-contact (POC) for this Task Order (TO). The PM will provide technical supervision, strategic direction, and operational guidance for all Contractor personnel assigned to the TO. This role requires expert-level management of Business Operations Support Services (BOSS) operations center–related projects, including oversight of multiple concurrent efforts within a project portfolio.

Key Responsibilities

  • Serve as the primary liaison between the Government and Contractor team for all TO-related activities.
  • Provide technical supervision, mentorship, and leadership to Contractor personnel assigned under the TO.
  • Manage and oversee a portfolio of projects, ensuring alignment with organizational goals and mission objectives.
  • Apply expertise in the full systems development life cycle (SDLC), enterprise-wide network engineering, strategic information planning, and business process analysis.
  • Implement effective program structure, management practices, and reporting methods.
  • Identify, assess, and mitigate risks to the program to ensure timely delivery of services and products.
  • Manage program performance, including cost, schedule, deliverables, and quality outcomes.
  • Ensure compliance with applicable policies, procedures, and contractual obligations.
  • Provide program-level reporting and briefings to Government leadership as required.

Required Qualifications

  • Bachelor’s degree in Business, Information Technology, Engineering, or a related field.
  • Minimum of 10 years of relevant program management experience, consistent with GSA Labor Category Program Manager requirements.
  • Active Project Management Professional (PMP) certification from PMI (or equivalent).
  • Demonstrated experience in managing large, complex, and enterprise-level programs.
  • Expertise in systems development life cycle (SDLC), network engineering, strategic information planning, and business process analysis.
  • Proven ability to manage program budgets, schedules, and performance metrics.
  • Strong risk management, problem-solving, and decision-making skills.
  • Excellent communication and leadership skills to effectively engage Government stakeholders and Contractor teams.
  • Preferred Qualifications

  • Master’s degree in a related field.
  • Experience supporting federal agencies or Department of Defense (DoD) programs.
  • Knowledge of federal acquisition regulations (FAR) and government contracting practices.
  • Previous experience in operations center support or BOSS-related programs.
  • Position is contingent upon award.
