Chief Investment Officer – Office of Retirement Services

San José is the capital of the Silicon Valley and the largest city in California. The Office of Retirement Services (ORS) manages the City’s two defined‑benefit pension plans with assets of over $10 billion.
Responsibilities
Lead investment strategy and asset allocation for the Federated City Employees’ Retirement System and the Police and Fire Department Retirement Plan.
Collaborate with independent Boards of Trustees, the ORS CEO, and external professionals to achieve plan objectives and reduce risk.
Provide analysis and guidance on funding, plan assumptions, and investment performance.
Maintain timely communication with Boards, stakeholders, and plan participants.
Support the ORS mission to deliver quality service and maintain financially sound pension plans.
Qualifications
A bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related field.
Seven (7) years of senior investment management experience, including developing and implementing multi‑asset‑class pension plan strategies.
Experience managing hedge funds and private equity is highly desirable.
Strong communication, interpersonal, and public presentation skills.
Professional certifications such as CFA, CAIA, or CERA are an advantage.
Compensation
The salary range is $303,976 – $407,605, adjusted for experience and qualifications. The position includes a defined benefit retirement plan with CalPRS and a $5 percent ongoing non‑pensionable bonus.
