The Administration Department is comprised of six principal operating divisions : City Council, City Attorney, City Manager, City Clerk, Informational Technology and The Office of Sustainability and Pico Rivera Innovative Municipal Energy (PRIME). The Administration Department handles a wide range of administrative functions providing overall administration, oversight, coordination, and direction to City departments, striving to provide responsive and consistent customer service to the community and its employees. It ensures that all departments are applying policy consistently and moving forward in the direction of City Council's priorities and goals. Additionally, the Office of the City Manager provides each City Department supervision and service-level objectives as directed by the City Council.

The Position

The Sustainability Technician performs technical duties associated with climate, air quality, energy, materials management, and sustainability programs for the City's Office of Sustainability / Pico Rivera Innovative Municipal Energy (PRIME). Under the direction of the Director of Sustainability / PRIME, an incumbent will be assisting and / or supporting with the overall implementation of the City's Climate Action Plan. The position focuses on internal government operations and supporting the work of community-wide initiatives that support a sustainable Pico Rivera. In addition to efforts to reduce greenhouse gas emissions, the successful candidate will assist with recycling, materials management education, and outreach programs. Finally, the incumbent will support with administrative and clerical duties to ensure the continued operations of the department.

City Hall is open Monday through Thursday, 7 : 00 AM to 5 : 30 PM. Employees work a 4 / 10 schedule from 7 : 00 AM to 5 : 30 PM. This position could also be required to work non-traditional hours including nights, early mornings, weekends, and holidays based on the needs of the department.

Essential Duties

The duties listed below are intended only as illustrations of the various types of work that may be performed by particular employees in this classification. Functions may be added, modified or removed to meet the needs of the City :

  • Gathers, studies the documentation, and interprets data for climate, air quality, energy, materials management, and sustainability, and prepares reports using a computer database or spreadsheet program.
  • Supports collaboration between the Office of Sustainability and other departments, supports with the collaboration of the city solid waste and sustainability program, and other city staff, for integrated program development and outreach.
  • Gathers information for the development and updating of policies and technical documents such as the SB 1383 organic waste recycling and surplus food recovery program, energy optimization plans, and climate action plans.
  • Conducts inspections of public and private facilities throughout the City, evaluates compliance status issues, and enforces actions to ensure compliance with local, state, and federal mandates related to materials management, such as SB 1383.
  • Completes basic tasks to support complex technical projects in the areas of sustainability, including greenhouse gas emissions reductions and inventory, energy conservation and renewable energy, climate adaptation and resiliency, waste reduction and recycling, alternative fuel vehicles and infrastructure, and transportation options; sustainability education and outreach; and policy development.
  • Monitors, surveys, and reports on activities related to sustainability goals and policies for City facilities, programs, policies, and projects.
  • Supports implementation of programs and assists private parties in helping to comply with local, regional, or state sustainability goals.
  • Supports public outreach efforts and public education programs dealing with sustainability issues; identifies stakeholders; prepares content for newsletters and website; conducts surveys and reviews data; and leads public meetings.
  • Assists with scheduling and provides support to the Director on communication with regional and state partners for implementation of climate action efforts.
  • Distributes surveys and assists in program evaluation.
  • Responds to customer service requests for the Office of Sustainability.
  • Prepares technical reports, correspondence, and a variety of internal memoranda.
  • Assists with administrative duties, including processing invoices and purchase orders, file management, calendar management and scheduling, answering phone calls from the public, and formatting documents.
  • Performs other related duties as assigned.

Qualifications

Knowledge of :

Modern office equipment, procedures, and practices; ability to learn financial and data processing systems used by the City; research techniques; methods and techniques of customer services and effective problem resolution; database management; data gathering and reporting techniques; principles and practices of providing training and effective lead direction to others; and rules of English grammar, punctuation and spelling.

Climate : Knowledgeable of the principles and practices of climate change, climate vulnerabilities, climate mitigation and adaptation strategies; and understand the laws and regulations applicable to climate change.

Energy : Knowledgeable of the principles and practices of energy efficiency, energy conservation, and energy management; understand the laws and regulations applicable to energy management; learn the principles and practices of a Community Choice Aggregation program.

Materials Management : Knowledgeable of the principles and practices of categorization for waste (trash, recyclables, and organics); understand the laws and regulations applicable to materials management.

Administrative : Knowledgeable of the policies and procedures of municipal accounting and procurement; knowledgeable of the principles and practices of drafting memoranda, reports, and public outreach materials; knowledgeable of the principles and practices of customer service and interaction with the public.

Skills / Ability to :

Demonstrate effective interpersonal skills; use conflict resolution techniques; follow oral and written instructions; interpret standards and practices; work with minimal supervision; write reports; comply with required regulations; maintain confidentiality of non-public records.

Organize and prioritize multiple tasks; research and interpret data.

Perform mathematical computations.

Study documentation and resolving technical data, situations, and problems.

Researching, compiling, and summarizing a variety of informational and statistical data and materials.

Organizing work, setting priorities, meeting critical deadlines, and following up on assignments with direction from the Director of Sustainability.

Applying logical thinking to solve problems or accomplish tasks; to understand, interpret and communicate complicated policies, procedures, and protocols.

Education and Experience :

  • High school diploma or GED certificate is required.
  • College coursework / extension classes; and / or Bachelor's Degree in a related field is desirable.
  • Two (2) years of related experience assisting or supporting in program and project management and implementation within sustainability, energy, materials management, or community engagement.
  • Current work experience within a municipal environment is desired.

    Physical Demands

    The position requires prolonged sitting, standing, walking, kneeling, squatting, and stooping in the performance of daily activities. The position also requires repetitive hand and finger movement and fine coordination in preparing reports using a computer keyboard. The incumbent is regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The position also requires both near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The nature of the work also requires the incumbent to drive motorized vehicles. The need to lift, drag and push files, paper, and documents weighing up to 20 pounds is also required.

  • Valid California Class C Driver's License and an acceptable driving record throughout the course of employment. (City employees are registered with the Department of Motor Vehicles, Employee Pull Notice Program.)
  • Must possess a Sustainable Resource Management Professional certification or other equivalent certification either at time of hire or within six (6) months of hire.
  • Veteran's credit will amount to 10 points to be added to the interview score. Proof of honorable discharge must be submitted with the application materials in order to be eligible for veteran's credit. Veterans who wish to utilize this credit must have served on a full-time basis (not reserve or auxiliary) in the armed forces for a minimum of six months (180 days).

    Probationary Period

    New appointments shall be tentative and are subject to twelve (12) months probation. Promotional appointments shall be tentative and subject to a probationary period of six (6) months.

    Mid Management and Professional & Confidential Representation - This classification is represented by City Employees Associates (CEA) under the Pico Rivera Mid-Managers and Professional, and Confidential Employees Association (PRPCEA). Membership optional.

    Cost-of-Living Adjustment (COLA)- Effective the first full pay period occurring on or after July 1st.

    2024 : 4%

    2025 : 3%

    2026 : 3%

    Paid Vacation - 88 hours after one year, 128 hours after 5 years, 168 hours after 10 years, and 208 hours after 20 or more years of service.

    Management / Administrative Leave - This classification may be eligible for 60 hours of administrative leave per fiscal year.

    Sick Leave - 105 hours per year with the employee having the option to accumulate a maximum of 800 hours or receive pay each July for unused portion accumulated in the preceding fiscal year.

    Retirement - Employees are covered under the State of California Public Employees' Retirement System (CalPERS) at the 2% at 60 formula for current CalPERS members and 2% at 62 for new CalPERS Public Employees' Pension Reform Act (PEPRA) members. Effective July 1, 2023, PEPRA members pay 7.5% of the employee's portion to CalPERS. Current CalPERS members (Tier II) pay 7% of employee's portion to CalPERS. PERS determines whether an employee is a Classic or New PERS member.

    The City does not contribute to Social Security.

    Holidays - The City observes twelve (12) holidays.

    4 / 10 Schedule- Monday through Thursday.

    Insurance - The City offers CalPERS health benefits to all full time employees. The City will pay 100% of the health insurance premiums for full-time employees and their qualified dependents, but not to exceed the Kaiser HMO premium. Employees may choose a different CalPERS health care provider offered by the City, however, any cost greater than the Kaiser HMO premium rate shall be paid by the employee through payroll deductions.

  • Multiple CalPERS Medical plans to choose from or Cash In-Lieu of Benefits (amount paid shall be equal to the Public Employees' Medical & Hospital Care Act (PEMHCA) minimum).
  • Dental Insurance (3 plans to choose from), at no cost to the employee selecting HMO dental plan.
  • Vision Insurance- (2 plans to choose from) at no cost to the employee.
  • Group Life Insurance ($100,000 life insurance policy), at no cost to the employee.
  • Short Term Disability Insurance, at no cost to the employee.
  • Long Term Disability Insurance, at no cost to the employee.
  • Pre-Tax Dependent Care and Healthcare Flexible Spending Account : Employees may specify a dollar amount annually to be deducted from their earnings to pay for qualifying dependent care and / or eligible medical expenses on a pre-tax basis.

    Credit Union - Credit Union membership is available.

    Deferred Compensation- Empower Retirement (deferred compensation plan (i.e., Internal Revenue Code Section 457 program) which employees may choose to participate in at their own expense. The City will match Association members' contributions up to a maximum of one percent (1.0%) of base compensation. Participation in the Deferred Compensation Plan is voluntary.

    Tuition Reimbursement - The IRS maximum of $5,250 annually (calendar year) or the effective amount should it be adjusted by the IRS in a given year.
