Small Business Consulting Corporation (SBCC) is seeking a highly skilled and detail-oriented Project Control Analyst to support DoW and federal contracting programs across technology development and digital engineering projects. This role provides critical cost, schedule, and performance insight to program leadership, ensuring accurate and proactive management of project resources, budget execution, and contract compliance.
The Project Control Analyst will support the full lifecycle of project planning, execution and closeout, while helping SBCC mature its internal tools, processes and reporting systems as a rapidly growing federal contractor.
Key Responsibilities
Cost & Financial Management
- Build, maintain, and analyze project budgets, labor plans, cost reports, and financial forecasts.
- Track burn rate, labor utilization, CLIN-level spending, and funding obligations.
- Support monthly, quarterly, and annual Estimate at Completion (EAC) updates.
- Perform variance analysis and highlight risks, trends, and mitigation options.
- Assist with cost volume and pricing support for proposals, task orders, and contract modifications.
- Coordinate with finance on invoice validation, WAWF submissions, and revenue recognition.
Schedule & Performance Tracking
Coordinate with project managers to maintain integrated master schedules, milestones, and deliverables.Monitor schedule performance and identify risks, delays, or dependency issues.Produce reports on project status, resource allocation, and key performance indicators (KPIs).Support resource planning, including 1880-hour productive capacity modeling.Contractual & Administrative Support
Assist with contract compliance, documentation control, and reporting requirements.Maintain accurate WBS structures, baseline documentation, and configuration control.Support deliverable tracking, COR / AOR reporting, and monthly / quarterly client updates.Help maintain readiness for audits (DCAA, DCMA, internal reviews).Data & Reporting
Develop dashboards, metrics, and analytic tools which support program leadership.Prepare briefing materials and documentation for government stakeholders.Ensure data accuracy and integrity across cost, schedule, and performance systems.Proposal & Business Development Support
Assist with cost models, labor category analysis, and pricing narratives.Gather historical actuals to support pricing and future cost estimates.Align proposal WBS, schedule, and cost structure with technical scope.Cross-Functional Coordination
Collaborate with finance, procurement, HR and technical teams to ensure alignment between contract, budget, project activities and staffing.Participate in internal and external program reviews and status meetings.Required Qualifications
Bachelors degree in Business, Finance, Project Management, Engineering, Data Analytics, or related field.3-5 years of experience in project controls, project analysis, financial analysis, program management support or federal contract support.Strong understanding of CPFF, FFP, T&M, severable vs non-severable funding, and RDT&E vs O&M funding.Strong proficiency in Microsoft Excel and financial modeling.Ability to interpret contract documents, CLIN Structures, SOWs, and WBS artifacts.Familiarity with project scheduling tools and Deltek Costpoint.Excellent written and verbal communication skills.Ability to work in a dynamic environment with shifting priorities.Strong analytical, organizational, and problem-solving abilities.Preferred Qualifications
Experience with Deltek Costpoint Projects and Planning modulesKnowledge of Earned Value Management (EVM) and project performance metrics.Knowledge of FAR / DFARS requirements and federal acquisition processes.Experience with federal financial or program management systems.Prior experience working with defense, civilian, or intelligence agencies.Active clearance or the ability to obtain one.Key Competencies
