The Proposal Manager State Government Health will be a critical member of the business development team for Manatts Health Care Group, dedicated to the development of RFP and proposal responses for State and Local Government health care related procurements and other contracting opportunities. Reporting into the lead Manatt Health Proposal Manager and working closely with the State Government Health and Business Development teams, this role will support the proposal development process from beginning to end. Responsibilities include RFP analysis, bid decision facilitation, requirements definition, workplan development, project (proposal) coordination, proposal strategy definition, content development, fee approach, legal and business process review, document production, liaising with state and local procurement functions and extensive team coordination.

The Proposal Manager State Health will :

Manage proposal development :

Manage the full lifecycle of the proposal development process, from kickoff to submission, using State Health RFP development tools and ensuring compliance with state government RFP requirements, timely delivery, and adherence to internal workflows.

Project management :

Develop and track detailed project workplans, define and communicate timelines, and coordinate contributions from professionals and business professionals.

Content development :

Draft original proposal copy in collaboration with State Health and business development professionals, including leveraging and tailoring relevant experience, qualifications and other content from prior proposals, ensuring messaging is tailored to the specific opportunity and compelling.

Draft questions and track the Q&A process; develop supporting materials for interviews, BAFO submissions and other documents required through the response process.

Editing and quality assurance :

Serve as primary editor for RFPs and high-value pitches and proposals, ensuring clarity, consistency of messaging, and professional presentation.

Coordinate with document production team for final deliverables.

Knowledge and content management :

Partner with business development and marketing team to maintain and update a central repository of proposal-ready materials, including project descriptions, professional biographies, and boilerplate content.

Ensure new matter experience is captured, well written and easily searchable.

Manage marketing databases and proposal resource center to ensure completed submissions are organized and accessible.

Strategy and best practices :

Develop and share best practices for proposal strategy, including audience analysis, messaging development, and competitive intelligence.

Optimize and streamline the pre- and post-RFP submission process to improve efficiency, knowledge capture, and overall proposal quality.

Provide guidance to professionals and business professionals on effective response development.

Collaboration :

Partner with the business development and marketing team to keep proposal resources current and to continuously improve content quality and utility, including supporting efforts to leverage AI to improve end to end processes.

Data and reporting :

Track and analyze firm-wide pitch activities, prepare win / loss and market trend reports, and share insights with firm leadership to inform strategy.

State health care industry knowledge :

Build and maintain a robust knowledge of the content included in RFP responses, proposals, and pitches to ensure proposals accurately reflect the firm's capabilities.

Qualifications

A minimum of five to seven years of experience managing and developing business proposals in response to state and local government entities.

State health care proposal experience and strong understanding of state procurement processes strongly preferred.

Experience in business consulting, accounting or law firms a plus.

Strong understanding of state health care policy and funding mechanisms.

Superior writing, editing, and proofreading skills and a strong attention-to-detail.

Excellent interpersonal skills, along with a "can-do" attitude that results in developing impactful relationships with others.

Ability to be proactive and results-driven and a demonstrated ability to plan, organize, and implement goals and objectives to consistently meet deadlines and manage numerous competing priorities.

Flexibility to travel and work additional hours on short notice when needed to meet department goals, and the willingness to work extended and irregular hours to perform essential duties.

A demonstrated ability to be a team player and establish a positive and confident approach.

Strong influencing and negotiating skills and an ability to persuade others to deliver.

Ability to manage multiple projects with competing, shifting priorities and make decisions professionally and effectively.

Ability to adapt and respond quickly to changing work situations and possess the capacity to manage pressure and occasional setbacks.

A bachelor's degree is required; PMP certification or an advanced degree is a plus.

The base annual pay range for this role is between $130,000 and $155,000. The base pay to be offered will vary and depend on skills and qualifications, experience, location and will also take into account internal equity.
