Field Office Manager
The incumbent oversees the quality assurance program for the Investigative Services Unit, in accordance with division goals and objectives, and coordinates the activities required to meet quality standards. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.
The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Responsible for reviewing, maintaining, and updating the Unit's desk guides, forms and other documents and materials related to investigations and inspections. In addition, it is their responsibility to ensure the field offices are following operational requirements.
Meets with the District Managers and assigned personnel on a regular basis to assess quality of field investigations and inspections, provide guidance and solve problems. Ensures Review and Performance Plans are performed on time and are done objectively and fairly to assure achievement of performance standards / expectations. Assists with developing policy and procedures for the Bureau of Enforcement. This position oversees the statewide trainers and is required to assist in drafting training materials, providing training, drafting and modifying internal processes. This position is responsible for ensuring that the Unit's personnel are trained properly and in a timely manner.
Ensures the quality of investigative casework statewide and oversees the collection of quality assurance data from multiple sources. Oversees the production of data and reports on quality and performance to gauge results against established performance measures. Establishes and implements new quality assurance objectives as needed. Develops, analyzes, and tests internal reports to track and ensure statewide quality and consistency in investigative casework. Oversees the quality assurance review program for investigative cases sent from the field to the Prosecution Services Unit. Tracks, trends and reports findings to identify training needs and improvement opportunities.
Facilitates the liaison relationship between ISU and PSU to ensure effective communication and resolution of quality issues. Monitors the technical review, authentication, and coordination of PSU requests for supplemental investigation. Responsible for tracking and trending supplemental requests and responses for their timeliness and merit. Makes recommendations for training & corrective action as well as investigative report improvement based on aggregate data. Responsible for monitoring field office compliance with enforcement program priorities in support of Division goals and objectives. Responsible for monthly monitoring of holding cases to ensure timely resumption and completion of investigative cases in field offices.
Monitors all cases for compliance. Prepares, reviews, and presents reports, studies, and research relating to operational effectiveness. Responsible for the unit's Balanced Scorecard development and maintenance. Provides data and analysis for the Division's strategic planning program. Administers, interprets, and explains policies, rules, regulations, and laws. Serves as lead for statewide special investigative projects as assigned.
Required Knowledge, Skills, and Abilities
Proficient computer skills to include Word, Excel, PowerPoint and Outlook; knowledge of computer data bases; knowledge and use of the compliance management system and licensing system used by the Agency; knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar; understanding written sentences and paragraphs in work related documents; knowledge of laws, legal codes, court procedures and government rules & regulations; communicating effectively with others verbally and in writing; listening to what other people are saying and asking questions as appropriate; ability to establish and maintain effective working relationships with others; knowing how to find information and identifying essential information; conduct fact-finding research; knowledge of the methods of data collection and analysis; organize data into logical format for presentation in reports, documents and other written materials; developing approaches for implementing an idea; basic management principles and practices; conflict resolution to include handling complaints, arbitrating disputes and resolving grievances; motivating, developing, and directing people as they work, identifying the best people for the job; time management skills; ability to prepare and conduct training; ability to maintain strict confidentiality; knowledge of principles and processes involved in business and organizational planning, coordination and execution to include strategic planning, resource allocation, manpower modeling, leadership techniques and production methods; ability to provide technical assistance regarding regulatory enforcement issues.
Qualifications
Four (4) years of professional experience conducting regulatory inspections or investigations or law enforcement investigations; and one (1) year of supervisory experience. Bachelor's degree from an accredited college or university in a related field of study can substitute on a year-for-year basis for the professional experience as described above. Must have a valid Florida State driver's license, satisfactorily complete a background investigation, fingerprinting, and participation in direct deposit are requirements for employment.
