This role requires a blend of business acumen and technical expertise to develop tools, streamline processes, and evaluate program performance. The successful candidate will work closely with stakeholders to assess existing systems, recommend enhancements, and ensure effective data integration and utilization. Note : Contractor is responsible for securing parking through VDOT’s Parking Management Office or making alternative arrangements. Key Responsibilities Analyse and improve data systems, processes, and configurations to support VDOT’s strategic goals. Identify and resolve data-related issues, ensuring compliance with applicable regulations and policies. Lead initiatives to improve business processes and workflows, emphasizing automation and efficiency. Develop and manage large datasets, integrating data from various platforms and sources. Collaborate with cross-functional teams to translate business needs into actionable data solutions. Document data governance policies and procedures. Provide technical support and training to end-users on developed tools and applications. Facilitate negotiation, mediation, and conflict resolution within team and stakeholder groups. Monitor performance metrics and provide insights to leadership for continuous improvement. Required Skills and Experience Candidates must demonstrate at least 8 years of experience in the following areas : Managing and integrating large datasets across multiple platforms. Utilizing Microsoft Office applications including Word, Excel (with PivotTables), PowerPoint, Access, OneNote, Outlook, Visio, Project, and SharePoint. Business process reengineering with a focus on automated solutions. Applying enterprise and data architecture principles. Working with complex business functions and assessing operational needs. Leading cross-functional teams to successful outcomes. Navigating and improving data management, database development, and performance management practices. Communicating effectively—both written and verbal—with internal and external stakeholders. Negotiating, mediating, and resolving disputes diplomatically. Understanding of state government operations, particularly in transportation systems. Preferred Qualifications Knowledge of federal and state transportation policies and regulations. Background in research, evaluation, and business process documentation. Familiarity with transportation planning, project development, and finance. Demonstrated ability to implement, monitor, and optimize data-driven solutions. Educational background or training in : Engineering Computer Science Applied Mathematics Information Systems Business Administration Public Administration Related fields Additional Considerations Proven success in managing complex changes and implementing strategic initiatives. Ability to interpret and analyse funding strategies such as SYIP, SSYPs, STIP, TIPs, and Federal Strategy.
