General Summary :
The City of Lancaster’s Communications Department is seeking creative, reliable, and flexible part-time staff to support L28, the City’s government access channel. L28 provides coverage of local news, community events, sports, and public meetings, along with original programming.
This role is hands-on and highly varied, with responsibilities across filming, editing, graphics, and occasional on-screen talent work. Team members will support both pre-produced video projects and live productions, including events, sports, and City Council / public meetings — each requiring a distinct production approach and attention to detail.
This position requires a flexible schedule with irregular hours. The employee must be available to work evenings, weekends, and during special events as needed. Assignments may include coverage for L28 Channel programming, City events, and Lancaster Police Department (LPD) activities.
Supervisory Responsibilities :
Responsibilities include, but are not limited to :
Operate video, audio, and other production equipment for onsite filming, including community events, promotional shoots, and interviews.Assist with live production setup and operation, including cameras, switchers, graphics, audio, and streaming platforms.Support livestream coverage of : City events (e.g., ribbon cuttings, festivals, community programs)Sports broadcasts (e.g., local high school sports, AV ALTA FC games)Public meetings (e.g., City Council, Planning Commission)Edit video content for news, lifestyle, promotional, and social media pieces.Create and apply on-screen graphics, lower thirds, and titles in line with City branding.Serve as on-screen talent when needed (host, interviewer, sideline reporter, or voiceover).Assist with studio setup, breakdown, and equipment maintenance.Collaborate with other Communications staff to ensure accurate, engaging, and timely production.The duties listed above are not intended to be all-inclusive. Minimum Qualifications
Experience in one or more of the following : camera operation, live production, video editing, or on-screen performance.Basic proficiency with editing software (Adobe Premiere Pro preferred).Familiarity with live streaming platforms and production workflows.Strong attention to detail and ability to adapt to different production environments (sports vs. meetings vs. community events).Excellent communication skills and ability to collaborate professionally with staff, elected officials, and the public.Ability to work evenings and weekends as required by event schedules.Must possess a valid California driver’s license and maintain an acceptable driving record.Preferred Qualifications
Experience with broadcast or live event production.Knowledge of Adobe Creative Suite (Premiere, After Effects, Photoshop, Illustrator).Prior on-camera experience (reporting, hosting, sideline, or presenting).Core Competencies :
