IT Division Manager

The IT Division Manager supervises El Paso's computer infrastructure and related areas of concern. The incumbent may oversee teams that manage network technology, IT security and the software platforms used by the company. The IT Division Manager may help establish data storage infrastructure and access protocols and rules within the company as well. The main focus of an IT Division Manager's job may depend on the technology division assigned.

Minimum Qualifications :

Bachelors Degree in Computer Science or a related field and seven (7) years of experience in the areas assigned : systems analysis, design, and implementation, or desktop computing, server computers and date networks, including two (2) years of computer customer service support; with two (2) year of developmental supervisory or managerial experience in information technology management. Or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities. Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso. Possess and maintain recognized current certification, or complete specialized training to ensure up-to-date knowledge of job related skills and technology.

Typical Duties :

Prepares, maintains, and keeps updated IT procedures and documentation related to our processes and platforms operations; Supervises, hires, and trains IT Department employees, including assigning and reviewing work, training completing performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel; Manages resources and processes required to design, plan, and support all information products and services; Researches and evaluates new technologies to be used as enhancements or upgrades to existing server, network, and other IT infrastructure equipment; Plans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures; Formulates and deploys long-term strategic plans for acquiring and enabling efficient and cost-effective information processing and communication technologies; Manages IT department operational and strategic planning, including business requirements, project planning, and organizing and negotiating the allocation of resources; Administers and maintains and follows up with assigned personnel to ensure timely resolution of problems; Defines and communicates project milestones, service level agreements, and resource allocation to executive team, department leads, support staff, and end users; Develops and reviews budgets for and from IT department divisions and ensures they comply with stated goals, guidelines, and objectives; Reviews performance of IT systems to determine operating costs, productivity levels, and upgrade requirements; Benchmarks, analyzes, reports on, and makes recommendations for the improvement of the IT infrastructure and IT systems; Authorizes and oversees the deployment, monitoring, maintenance, development, and support of all hardware and software based on department needs; Develops business case justifications and cost / benefit analyses for IT spending and initiatives; Directs research on potential technology solutions and implementations in support of new initiatives, opportunities, and procurement efforts; Provides support, mentors, transfers knowledge, and skills to staff at all technical levels in a team environment to meet established goals and objectives; Ensures that daily, weekly and monthly Key Performance Indicators, status reports and graphical reporting aids are completed and continually modified to meet the needs of the department; Oversees in the development and implementation of quality improvement programs for assigned department(s); Develops and implements all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision; Establishes and maintains regular written and in-person communications with the County of El Paso's executives, department heads, and end users regarding pertinent IT activities in the form of Customer Service Meetings; Maintains and monitors systems to ensure optimal performance to determine system upgrade / replacement schedules, and to meet established Service Level Agreement (SLA) commitments; Maintains competency and enhances professional growth and development through continuing education and conferences; Attends and participates in meetings, training and information sessions; Stays abreast of new trends and innovations in the field; Due to critical nature of IT system must be available to respond to department in a timely manner; Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills. Performs such other related duties as may be assigned; Adheres to all County performance standards as well as departmental Key Performance Indicators (KPI) that measure individual work product; Works both traditional and non-traditional business work hours, including but not limited to; evening shifts, weekends and holidays; May be required to wear a uniform as per department appearance standards; Performs the duties of Extended Emergency Support Attendant. This duty will extend beyond standard workday and weekend hours and is on a periodic rotational basis; Occasional travel; As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and / or perform certain emergency services at the direction of their supervisor. Depending on area assigned : Oversees provision of end-user services, including help desk and technical support services; Oversees the direction of software applications support, web media design, software development, database administration, and project coordination / management staff; Coordinates the standardization of development and interfacing of systems throughout the enterprise; establishes standards and techniques for improving applications development, design, processes and results; Directs the development and maintenance of all application programming; application support; serves as project manager for mission-critical enterprise information system projects; Collaborates with system analysts and other technical personnel in scheduling equipment, analysis, feasibility studies and system planning; Participates in the resolution of complex / severe system problems; Supervises the technical team in support of mission critical computer and network environments including system capacity, workflow, and analysis, troubleshooting and service optimization; Oversees audit of existing network and server infrastructure to ensure proper setup, application of patches, and policy compliance; Evaluates server security and develops management reports and recommendations regarding current capabilities, capacities, usage and future needs; Oversees the installation, configuration and maintenance of the County's internal and external networks; Directs the planning, designing and supporting server systems and supporting software; Monitors network performance; Monitors the server and network resource performance and availability; Evaluates new software systems and improvements : Administers the specifications and standards for existing network servers, services, operating systems, electronic mail, desktop applications and other functions properly and adhere to established standards.
