GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection, and the success of motor vehicle-related industries.
Performs advanced (senior-level) consultative services and technical work to manage Texas’ participation in the federal Innovative Technology Deployment (ITD) program and related grants from the Federal Motor Carrier Safety Administration (FMCSA). Coordinates among multiple federal and state agencies that partner in the ITD program. Manages the maintenance and upgrades to the online Commercial Vehicle Information Exchange Window (CVIEW) motor carrier safety data sharing system. Manages a contract with the CVIEW software vendor. Work involves planning, developing, and implementing ITD program(s) and providing consultative services and technical assistance to program staff, government agencies, and the Motor Carrier industry. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
Performs a variety of technical, training, research, planning, policy, program assessment, and administrative activities for the Innovative Technology Deployment (ITD) program and the Commercial Vehicle Information Exchange Window (CVIEW) online motor carrier safety data sharing system.
Manages a software vendor contract in support of the online CVIEW application.
Coordinates among multiple state and federal agencies and among multiple business areas at the TxDMV to determine the direction of the ITD program.
Coordinates applications for federal grants and manages grants.
Provides high-level advice and counsel by interpreting policies, procedures, rules, regulations, and standards related to the program.
Conducts training and provides guidance to staff in the development and integration of new or revised methods and procedures for the ITD or CVIEW.
Analyzes performance data to help ensure compliance with program policies and procedures, statutes, and rules; and recommends corrective action(s) as needed.
Analyzes the application of and variations within programs and develops action plans to improve or initiate new programs.
Collects, organizes, analyzes, and / or prepares materials in response to requests for program information and reports.
Determines program statistics and trends and resolves operational problems.
Prepares administrative reports and studies; and performs specialized research projects.
Develops program policies, procedures, standards, and manuals in accordance with program objectives and goals.
Prepares ITD program budget requests.
Stays abreast of and responds to state and federal laws, rules, and pending legislation that affect division responsibilities.
Represents the Department at national, state and local level conferences and workshops relative to Texas participation in the federal ITD program.
Travels up to 10% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Performs related work as assigned.

Knowledge of local, state, and federal laws related to the program area; public administration and management techniques; statistical analysis processes; budget processes; procurement processes; research techniques; training and marketing techniques; and program management processes and techniques.
Skill in identifying measures or indicators of program performance and the use of a computer and applicable software.
Skill in using logic and reasoning to identify the strengths and weaknesses of processes and procedures and recommending improvements.

Graduation from an accredited four-year college or university with major course work in business, finance, computer science, or relevant field.
