Main Purpose of Job
The Assistant CIO for Medicaid leads the strategic planning development and operation ofIT systems and services specifically for Marylands critical Medicaid programs. This roleensures robust and efficient delivery of healthcare services through innovative technologysolutions with a forward-thinking vision for the strategic and ethical integration of ArtificialIntelligence (AI). The position supports the MDHs mission of protecting and improving thehealth of all Marylanders particularly through Medicaid which provides healthcare coverageto millions. The Assistant CIO for Medicaid is to serve as the chief technology and executiveleader responsible for the strategic modernization operational integrity and financialstewardship of the Maryland Medicaid Enterprise System (MES). This position isfundamentally accountable for the technical health of the system that delivers essentialhealth services toindividuals representing nearly 25% of Marylands role is defined by two primary functions : sustaining the complex multi-component MESoperations that process payments to over 122981 providers and manage nine ManagedCare Organizations (MCOs) while also leading the massive multi-year Medicaid EnterpriseSystems Modular Transformation (MMT) to replace the 30-year-old legacy MMIS. Thispurpose is directly and profoundly linked to the Maryland Department of Healths (MDH)mission to Protect and advance the health and well-being of all Marylanders throughsystems that work for people. The Assistant CIOs role embodies this mission by :
Protecting and advancing the health of Marylanders : The MES is the foundational technicalbackbone that provides critical services such as hospital care prescription drugs and long termnursing care. The system covers almost half of all children in the state and accountsfor 80% of all nursing home revenue. By ensuring these systems are reliable and effectivethe position directly safeguards the well-being of millions of citizens.
Creating systems that work for people : The entire modernization effort is designed toovercome the numerous limitations of the current legacy system such as manualworkarounds and limited historical record access. The role directs initiatives to improve thecitizen experience such as implementing a single streamlined no wrong door policy toensure applicants are evaluated for all forms of Medicaid. It also involves improving servicesfor providers through projects like the Provider Management Module and ensuringcompliance with federal mandates like the Interoperability Rule.
MINIMUM QUALIFICATIONS
Qualified candidates must possess a Bachelors degree from an accredited college or university in Information Technology Computer Science Public Health Business Administration or closely related field. Qualified candidates must also possess ten (10) years of progressively responsible experience in information technology with at least five (5) years in a leadership or management role overseeing complex IT systems and initiatives within State or Federal Government.
