DEFINITION

Under general direction, plans, organizes, manages, and provides administrative direction and oversight for all functions and activities of the Organizational Development (OD), Professional Development (PD), and analytic sections and the Inclusion and Belonging (IB) and Small Business Enterprise (SBE)

programs including the development and implementation of IB & SBE programs in contracting, and

employment; directs and develops OD, PD IB & SBE programs and policies such as small business

  • enterprise outreach, recruitment, and participation; formulates program policies, goals, and directives;
  • coordinates assigned activities with other Port departments, officials, outside agencies, and the public;

fosters cooperative working relationships among Port departments and with intergovernmental agencies,

regulatory agencies, and various public and private groups; provides highly responsible and complex

professional assistance to the Director of People Services in areas of expertise; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the Director of People Services and Vice President of Administration. Exercises direct supervision over management, supervisory, professional, technical, and / or administrative support staff through subordinate levels of supervision.

CLASS CHARACTERISTICS

This is a deputy director classification which plans, organizes, oversees, coordinates, and manages the staff and operations of the Organizational Development (OD), Professional Development (PD), and analytic sections and the Inclusion and Belonging (IB) and Small Business Enterprise (SBE) programs. Incumbents participate in short- and long-term planning, development, and administration of policies, procedures, and services. Successful performance of the work requires an extensive professional background as well as skill in coordinating work with other departments and public and private agencies. Responsibilities include overseeing the complex and varied functions of assigned functions, projects, and programs.

Plans, develops, administers, implements, and oversees the daily functions, operations, and activities

of the Organizational Development (OD), Professional Development (PD), and analytic sections and

the Inclusion & Belonging (IB) and Small Business Enterprise (SBE) programs.

Plans, organizes, directs, controls, integrates and evaluates the work of staff assigned to the People

Services Department; with staff, develops, implements and monitors work plans to achieve goals and

objectives; contributes to development of and monitors performance against the annual department

budget; manages and directs development, implementation and evaluation of plans, work processes,

systems and procedures to achieve annual goals, objectives and work standards.

Assists the Director in policy and strategy development, ensuring legal and policy compliance and

consistency in department services and programs; provides day-to-day leadership and works with staff

to ensure a high-performance, service-oriented work environment that supports achievement of the

Deputy Director of Inclusion and Organizational Development department's and Port's mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment.

Participates in the department's budget preparation and fiscal management by directing the preparation

of preliminary estimates for budget, and approving expenditures; directs the preparation and

administration of various professional service contracts, assists the Director with office space planning,

equipment and other resources; directs efforts to improve and document department systems and

procedures; directs the development of a variety of analytical studies and reports.

Selects, trains, motivates, and directs Department personnel; evaluates and reviews work for

acceptability and conformance with department standards, including program and project priorities and

performance evaluations; works with employees to correct deficiencies; implements discipline and

termination procedures; responds to staff questions and concerns.

Monitors and implements legal, regulatory, technology, and societal changes and court decisions that

may affect the work of the department; determines equipment acquisition, training programs, and

procedural changes to ensure retention of qualified staff and the provision of services to the community

in an effective, efficient, and economical manner.

Oversees the development of consultant requests for proposals for professional services and the

advertising and bid processes; evaluates proposals and recommends project award; coordinates with

legal counsel to determine Port needs and requirements for contractual services; negotiates contracts

and agreements and administers same after award.

Develops, directs, and evaluates the Port-wide IB program in accordance with Port and other local,

state, and federal regulations; directs the planning and implementation of IB events, committees, and

other meetings; networks and interfaces with internal and external groups to share information, increase

awareness and engagement, and gather feedback; cultivates external relationships and nurture

community engagement.

Provides oversight of outreach programs and training to educate and recruit small business enterprises

and assist in overcoming barriers to participation; ensures proposals, agreements, and contracts are in

compliance with Port requirements and applicable federal and state laws, rules, regulations, and

policies.

Oversees contractor compliance with contract provisions and Port requirements, including oversight of

certified payrolls for proper payments and / or wages; reviews and resolves contractor compliance

problems or deficiencies.

Directs the development, implementation, and oversight of policies and procedures to achieve Port

objectives and goals for IB participation in procurement and contracting activities, including research

and analysis of IB trends, pending legislation, and practices of other agencies; directs the establishment

of participation goals and benchmarks and facilitation of discussion of Port leadership to address issues

and concerns.

Represents the department to other Port departments, elected officials, and outside agencies; explains

and interprets departmental programs, policies, and activities; negotiates and resolves significant and

controversial issues.

Conducts a variety of departmental organizational and operational studies; recommends modifications

to programs, policies, and procedures as appropriate.

Participates in and makes presentations to the Board of Commissioners and a wide variety of

committees, boards, and commissions; attends and participates in professional group meetings; stays

abreast of new trends and innovations in the fields of diversity, equity, inclusion and belonging in

contracting and employment.

Directs the maintenance of working and official departmental files; prepares, reviews, and presents

staff reports, various management and information updates, and reports on special projects as assigned

by the Director of People Services.

Responds to public inquiries and complaints and assists with resolutions and alternative

recommendations; serves as a spokesperson for the Department at a variety of community events,

meetings, and other public relations activities.

Acts for the Director of People Services in their absence.

Performs assigned disaster service worker responsibilities, as directed.

Ensures staff observe and comply with all Port and mandated safety rules, regulations, and protocols.

Performs related duties as assigned.

Qualifications

Knowledge of :

vendors, contractors, and Port staff.

The structure and content of the English language, including the meaning and spelling of words, rules

Maintain highly confidential and sensitive information.

Exercise political acumen and diplomacy in sensitive, complex, and confidential matters and situations.

Effectively represent the Port and the department in meetings with governmental agencies, contractors,

vendors, and various businesses, professional, regulatory, and legislative organizations.

Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.

Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare

effective technical staff reports.

Direct the establishment of filing, record-keeping, and tracking systems.

Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.

Effectively use computer systems, software applications relevant to work performed, and modern

business equipment to perform a variety of work tasks.

Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and

syntax.

Use tact, initiative, prudence, and independent judgment within general policy and procedural

guidelines.

Establish, maintain, and foster positive and effective working relationships with those contacted in the

course of work.

Education and Experience :

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be :

Education :

Equivalent to a bachelor's degree from an accredited college or university with major coursework in

public or business administration, human resources, psychology, or a related field.

Experience :

Eight (8) years of increasingly responsible professional experience in planning, designing, and

implementing diversity, equity, and inclusion programs in employment and / or contracting, to include responsibility for federal, state, local, or special district contract compliance, including four (4) years of experience in a management or supervisory capacity.

Licenses and Certifications :

Certain assignments may require a valid driver's license and the ability to maintain insurability under the District's vehicle insurance program.

Certification in Inclusion and Diversity is preferred.

Certification in Organizational Development is preferred.

Recruitment Information

The application review process will include screening to ensure applications are complete and meet all minimum qualifications. In addition to the application, the applicant is required to complete the Supplemental Questions to further evaluate their education, training, and experience relative to the required knowledge, skills and abilities for the position. Applicants must submit answers that are as complete as possible.

Only qualified applicants who pass the minimum qualifications review, will be invited to the assessment process which may be administered by a written examination, panel interview, or any combination of qualifications appraisal determined by the Department of People Services to be appropriate. Depending upon the number of applicants meeting the minimum qualifications, applicants may be scheduled for one or more of the assessments listed below. Passing score is 70% out of 100% on each assessment section.

THE INITIAL ASSESSMENT (40%) AND APPRAISAL PANEL (60%) ARE TENTATIVELY SCHEDULED FOR THURSDAY, FEBRUARY 20, 2025.

Placement on Eligible List :

The Department of People Services may limit the number of qualified applicants eligible to participate in the assessment process. Candidates who are successful in all phases of the assessment process will be placed on an eligible list. The eligible list established by this recruitment will be active for a minimum of ninety (90) days or up to one (1) year, unless otherwise determined by the Director pursuant to Rule 8, Section 4.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a

computer; to operate a motor vehicle and visit various Port sites; vision to read printed materials and a

computer screen; and hearing and speech to communicate in person and over the telephone. This is

primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

ENVIRONMENTAL CONDITIONS

Employees work in an office environment with moderate noise levels, controlled temperature conditions,

and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and / or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and / or public and private representatives in interpreting and enforcing departmental policies and procedures.
