Under the direction of the Manager, Dispatch Shift, the Public Safety Dispatcher II will play a crucial role in supporting the Department of Public Safety (DPS) and other departments. This senior position requires mastery of the systems utilized in directing emergency calls, including radio systems, the Computer-aided dispatch system (CAD), the enhanced 9-1-1 application, records management systems, recording equipment, and various transmitting and receiving devices. This position utilizes multiple communications systems to efficiently coordinate emergency calls, relay vital information and assistance, and directly manage requests involving law enforcement agencies and other emergency response personnel. Additionally, this role ensures timely notifications are made in accordance with predetermined plans across all Departments.

Essential Duties And Responsibilities :

• Uses multiple communications systems to coordinate emergency calls and relay information and assistance requests involving law enforcement, fire, emergency services, and other Enterprise Departments.
• Receives, screens, enters, dispatches, and monitors a high volume of emergency and non-emergency calls for service through the CAD system for the Enterprise, Tribal community, Fire, Law Enforcement and other emergency services.
• Monitors emergency alarm systems and accurately reads, interprets, inputs, and relays information obtained from the Enterprise, employees, customers, and other law enforcement / public safety personnel into the CAD software.
• Determines the number of public safety units, and which units, to dispatch by considering such factors as time of day, description, location of calls, units available, and probable degree of hazard to Tribal Citizens, the Public, and the responding units; following established procedures to coordinate emergency calls and relay information and assistance requests by other law enforcement agencies.
• Assists in enhancing community safety; which may include Tribal Elder checks during power outages to screen for possible medical or other emergency assistance; handles Tribal community dispatch services of animal control environmental factors, and beekeepers.
• Performs other duties as assigned to support the efficient operation of the department.

Education, Experience And Qualifications :

High School Diploma or GED required. Associate degree in criminal justice related field preferred. Minimum three (3) years' of experience in high volume customer service environment; including dealing with the public in stressful situations is required. Prior Law enforcement or Fire Emergency Dispatch experience strongly preferred. Must be 21 years of age.

Knowledge, Skills And Abilities (KSA) :

Ability to multi-task, lead and prioritize effectively in a dynamic, fast-paced environment with demonstrated organizational and time management skills. Must maintain a strict level of confidentiality and act in a manner consistent with all legal and regulatory requirements and in compliance with relevant laws and regulations. Must have excellent written and verbal communication. Bilingual abilities are a plus. Experience conducting, assessing, and mitigating security threats is preferred; Ability to distinguish between emergency and non-emergency calls. Knowledge of basic communications rules and regulations governing operation of radio and telephone transmitting and receiving systems. Knowledge of standard radio broadcasting and dispatch procedures and policies; Knowledge of policies and procedures for receiving and processing emergency and non-emergency calls for service. Knowledge of landmarks on the reservation, tribal properties, and casino locations as well as geographic boundaries and streets on the reservation and in the surrounding area. Knowledge of Public Safety radio codes, ten codes, phonetic alphabet, and practices and procedures; Knowledge of basic criminal and civil law including tribal codes and ordinances. Ability to operate the department's computer, Microsoft Office, and CAD phone systems, and radio equipment. Ability to use creative and proactive problem-solving skills in unusual situations as well as exercise good judgment and make sound decisions quickly in an emergency situation; Ability to effectively communicate with and elicit information from upset and / or irate customers, tribal members, or employees. Ability to listen to incoming phone information or radio information and assimilate spoken instructions and / or information from other Enterprise Public Safety communications dispatchers and / or supervisors. Ability to shut out extraneous information from other radio channels and co-workers, while selectively listening to information recognized as crucial, or of an emergency nature. Ability to understand and follow oral, written, and electronically transmitted instructions. Ability to establish and maintain positive working relationships with communications employees and supervisors, Public Safety personnel, other Enterprise personnel, law enforcement and / or fire department personnel. Pass typing test at a speed of at least thirty-five (35) words per minute with 90% accuracy.

Licenses, Certifications And Registrations :

At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license. Must possess a California Peace Officer Standards & Training (POST) Basic Dispatch Certificate or obtain certification within one year of employment. No Driving Responsibilities : Role does not require a driver's license or insurance.

Physical Requirements / Working Conditions Environment :

The physical demands and working environment described here are representative of those that an employee encounters and must be met by an employee to successfully perform the essential functions of this job. Primary work environment is in a climate-controlled office setting. Work requires travel to attend meetings, trade shows, and conferences. Incumbents may be required to work evening, weekend and holiday shifts. Must be able to work in a fast-paced, high-demand environment. Strength sufficient to exert up to 10 pounds of force occasionally and / or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and / or move up to 40 pounds occasionally. Sedentary work : involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions. Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone. Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone. Visual acuity that meets the requirements of the position : The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility. Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties. Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.
