BRIEF POSITION SUMMARY
The Environmental Compliance Specialist performs highly complex (senior-level) environmental tasks that encompass various areas of compliance. Work involves researching environmental regulations, especially focused on the Clean Water Act and Clean Air Act. Work also includes managing permits (Water and Air), air emission inventories, and inspections (generators, tanks, etc.) to ensure compliance. Responsible for conducting and / or contracting Environmental Condition of Property Assessments, Environmental Baseline Surveys, and Environmental Assessments (Phase I and II). The position reports directly to the Resource Conservation Recovery Act (RCRA) Waste Manager and works under limited supervision with considerable latitude for use of initiative, as well as independent judgement, while maintaining environmental compliance.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
Conduct inspections and assessments to identify environmental vulnerabilities that could compromise infrastructure integrity.Oversee hazardous material and waste management programs to prevent contamination or degradation of secure environments.Collaborate with engineering, cybersecurity, and facilities teams to align environmental controls with infrastructure protection frameworks (e.g., Spill Contingency, Control and Countermeasure [SPCC]; Storm Water Pollution Prevention Plans [SWPPP]; National Environmental Policy Act [NEPA]; National Institute of Standards and Technology [NIST]).Support emergency response planning and incident mitigation related to environmental hazards affecting secure infrastructure.Provide training and outreach to staff on environmental practices that enhance infrastructure security and operational continuity.Review, edit, update, and revise environmental plans (SPCC plans, SWPPPs, Environmental Waste Management Plan [EWMP], etc.) based on federal, state, and / or local regulations.Supports NEPA requirements in environmental restoration (clean-up) actions for contaminated environmental media including Polyfluoroalkyl and Perfluorooctanoic acid compounds (PFAS / PFOA, etc.) contaminated soil and groundwater.Assist with the Operational Range Assessment Program (ORAP) and Non-DOD Owned, Non-Operational Defense sites (NDNODS).Evaluate the potential impacts of actions that affect soil erosion, water quality, and air quality.Deliver training and outreach, as needed, for agency personnel, tenants, and other stakeholders.Coordinate environmental programs to include design, monitoring, assessments, and mitigation, especially in reference to air and water.Review applications and conduct technical reviews of documents, permits, and licenses to ensure environmental compliance.Deliver training and outreach, as needed, for agency personnel, tenants, and other stakeholders.Coordinate environmental programs to include design, monitoring, assessments, and mitigation, especially in reference to air and water.Review applications and conduct technical reviews of documents, permits, and licenses to ensure environmental compliance.Coordinate, track, monitor, and request payments for permits as required.Conduct document reviews, inspections field surveys, assessments, or investigations for compliance with applicable environmental rules, regulations, policies, and procedures.Review, evaluate, monitor, and approve contractor / consultant work.Assist with Emergency Planning and Community Right-to-Know (EPCRA) reporting (i.e., Tier II and TRI) as needed.Maintain reports, photographs, exhibits, or samples, especially in reference to inspection, audits, and violations.Assist with compliance tracking tools and automated systems as needed.Assist and advise agency personnel and tenants with environmental stewardship as directed by the Environmental Quality Control Committee (EQCC), who represent The Adjutant General (TAG).Provide guidance and prepare documentation for overall air emission management, especially in conjunction with compliance audits.Attend work regularly and observe approved work hours in accordance with the agency's state employee policies and procedures handbook.May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.Perform related work as assigned.Qualifications
MINIMUM QUALIFICATIONS
EDUCATION :
Graduation from an accredited four-year college or university is required (substitution is allowed).PREFERRED EDUCATION :
Graduation from an accredited four-year college or university with major coursework in environmental or natural sciences, environmental engineering, public health, or related field is preferred.EXPERIENCE :
Four (4) years of experience in environmental compliance and training related work is required.Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.SUBSTITUTIONS :

Background Investigation . Selected candidate must pass an initial criminal history check and review of foreign adversary connections that might prevent them from being able to maintain the security or integrity of the Texas Military Department infrastructure. Selected candidates may be subject to periodic reviews throughout employment. The selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. PHYSICAL / WORKING CONDITIONS
Work is performed both inside and outside. Normal office temperatures and noise are expected most of the work time. Exposure to seasonal inclement weather can be expected for a percentage of time spent overseeing and monitoring storm water plans and for other duties as assigned. Outside work requires bending, reaching, stretching, climbing and crouching. The incumbent must be able to lift and carry items weighing up to 40 pounds and often puts forth similar effort in pushing, pulling, turning and positioning parts, assemblies, equipment and tools. Often lifts and moves heavier items with the assistance of other workers and with lifting devices. Requires approximately 25 - 30% travel.
